ANNEX 4 : CRITERIA FOR EVALUATING AIR QUALITY IMPACT AND HAZARD TO LIFE

1. Air Quality Impact

1.1 The criteria for evaluating air quality impact include the following:

  1. meet the Air Quality Objectives and other standards established under the Air Pollution Control Ordinance (Cap. 311);
  2. meet 5 odour units based on an averaging time of 5 seconds for odour prediction assessment;
  3. for air pollutants not established under the Air Pollution Control Ordinance nor above: meet the standards or criteria adopted by recognized international organizations such as the World Health Organization or the United States Environmental Protection Agency as to be agreed with the Director.

2. Hazard to Life

2.1 The criterion for hazard to human life is to meet the Risk Guidelines, as shown in Figure 1.
