Project Title: Expansion of Shek Wu Hui Sewage Treatment Works

 

Conditions Imposed under Section 5(12) of the EIA Ordinance

For Permission to Apply Directly for Environmental Permit

 

 

1.      At least three months before the commencement of construction of the Project, the applicant shall submit an Environmental Monitoring and Audit (EM&A) Manual to the Director of Environmental Protection for approval. The EM&A Manual shall provide the details of the monitoring and audit methodologies, procedures and action plans during the construction and operational stage of the Project. All recommendations in the approved EM&A Manual shall be fully implemented.

 

2.      The exposed area of the facilities of the Project described in Table 1-9 and shown in Figure Nos. A1-2, A1-3 & A1-4 of Annex 1 of the Project Profile shall be installed with covers and deodourizers. The covers shall be air tight to prevent release of odour from the facilities into atmosphere. Foul air underneath the covers installed according to Table 1-9 shall be drawn through deodourizers and be discharged after treatment. The deodourizers shall be designed for odour removal efficiency of at least 99% and according to the requirements described in Table 2 or otherwise agreed by the Director.

 

3.      112 new trees shall be planted along the site boundary according to Figure A5-2 of Annex 5 of the Project Profile to provide a shielding effect to the new facilities.

 

 

Note

Under Section 17 of the EIA Ordinance, the applicant may appeal to the Appeal Board against any of the above conditions within 30 days of the receipt of this notice of the Director’s decision.
