7.                   WASTE MANAGEMENT IMPLiCATIONS

 

Introduction

 

7.1               Waste management during the construction phase will mainly be the responsibility of the Contractor. The Contractor should implement the recommended mitigation measures to minimize waste or resolve issues associated with the management of waste materials. The Contractor should also ensure that all waste produced during the construction of the Project are handled, stored and disposed of in accordance with good waste management practices, relevant legislation and waste management guidelines. Waste materials generated from construction activities, such as construction and demolition (C&D) materials, should be audited at regular intervals to ensure that proper storage, transportation and disposal practices are being implemented.  Such audit would ensure the waste generated would be properly disposed of. 

 

7.2               Large quantities of waste are not expected to be generated from the operation of the Project and no adverse environmental impacts will arise with the implementation of good waste management practices.  Therefore, an audit programme for the operational phase of the Project will not be required.

Construction Phase

 

7.3               With the appropriate handling, storage and disposal of waste arising from the construction works as recommended in Appendix A, the potential of adverse environmental impacts is minimized.  During the site inspections, the ET should pay special attention to the issues relating to waste management and check whether the Contractor has implemented the recommended good site practices and other mitigation measures.

 

Operation Phase

 

7.4               The Project Proponent should provide appropriate training to operation staff in the best practice in waste reduction and management.

 

Audit Requirements

 

7.5               Regular audit and site inspection should be carried out by the ET to ensure that the recommended good site practices and other recommended mitigation measures are implemented by the Contractor.  The audit should look at all aspects of on-site waste management practices including waste generation, storage, recycling, transport and disposal.  Apart from site inspection, documents including licences, permits, disposal and recycling records should be reviewed and audited for compliance with the legislation and Contract requirements.  Designated staff of the Contractor responsible for resources allocation, staff training and controlling the relevant documents should also be interviewed to review the effectiveness of waste management measures on site.

 

7.6               The requirements of the environmental audit programme are set out in Section 12 of the Manual.  The audit programme will verify the implementation status and evaluate the effectiveness of the mitigation measures.
