8a.                         HEALTH IMPACT (TTAL site)

8a.1                     Introduction

8a.1.1.1             This section presents the requirements, methodology, criteria and protocols for the measurement of human health risk impacts for this Project.

8a.1.1.2             The section will focus on the potential health impacts due to radon emissions associated with pulverized fly ash (PFA) during operation phase of the IWMF.

8a.2                     Monitoring of Radon Concentration

8a.2.1                Baseline Measurement

8a.2.1.1             As recommended in the EIA Report, the radon concentration shall be measured prior to the occupation of the IWMF buildings by professional persons in accordance with EPD ProPECC Note PN 1/99 “Control of Radon Concentration in New Buildings” to ensure that the radon concentration complies with the guideline value in EPD ProPECC Note PN 1/99.

8a.2.2                Monitoring during Operation Phase

8a.2.2.1             In the first year of operation of the IWMF, the radon concentration shall be measured quarterly by professional persons to confirm that the radon level complies with the guideline value stipulated in EPD ProPECC Note PN 1/99.  

8a.2.3                Measurement of Radon Concentration

8a.2.3.1             The measurement locations, measurement protocol, measurement criteria, report and documentation should follow those stipulated in Appendix 2 of “Protocol of Radon Measurement for Non-residential Building” of EPD ProPECC Note PN 1/99 “Control of Radon Concentration in New Buildings”.  The protocol is enclosed in Appendix 8a.1 of this EM&A Manual for information.
