8.1.1 No known terrestrial archaeological sites or areas of archaeological potential were identified within 50m from the proposed developments and work areas. For marine archaeology, no objects of archaeological interest were identified under the water of the proposed Bridge Structure for TKO Interchange. Therefore, no adverse impact is anticipated during the construction and operation phases of this project.
8.1.2 No direct impact of the identified historical buildings/ structures is expected since all of them are located outside the site boundary. However, Cha Kwo Ling Tin Hau Temple would be susceptible to dust, vibration and temporary visual impact arising from the nearby construction activities due to its close proximity (<50m) from the worksite of the proposed roundabout and road works at Cha Kwo Ling. Tilting and settlement monitoring will also be applied on the Cha Kwo Ling Tin Hau Temple.
8.2 Cultural Heritage Mitigation Measures
Built Heritage
8.2.1 To prevent damage to the Cha Kwo Ling Tin Hau temple and its fung shui rocks (Child-given Rocks) during the construction phase, mitigation measures in the form of a temporarily fenced off buffer zone (about 5 meters form the edge of Rocks and about 15m form the edge of Rocks) with allowance for public access (minimum 1m) should be provided around the temple and the fung shui rocks. The open yard in front of the temple should be kept as usual for annual Tin Hau Festival. In addition, monitoring of vibration impacts should be conducted when the construction works are less than 100m from the temple.
8.2.2 In case of indirect vibration impact during constructional phase, vibration level is suggested to be controlled within a peak particle velocity (ppv) limit of 5mm/s measured inside the historical buildings to prevent potential damage to built heritage. Monitoring of vibration should be carried out during construction phase. Tilting and settlement monitoring should be applied on the Cha Kwo Ling Tin Hau Temple as well. A proposal with details for the mitigation measures and monitoring of impacts on built heritage shall be submitted to AMO for comments before commencement of work.
8.2.3 The implementation schedule of the recommended mitigation measures is presented in Appendix C.
8.3 Construction Phase Monitoring and Audit
8.3.1 Monitoring of vibration impacts should be conducted during construction works to ensure no damage to the existing structures of Cha Kwo Ling Tin Hau Temple.
8.3.2 All measures undertaken by the Contractor during the construction phase in the vicinity of the temple should be audited by the ET, on a regular basis to ensure compliance with the intended aims of the recommended mitigation measures. Site inspections should be conducted at least once per month throughout the construction period when works are taking place adjacent to the temple. To avoid possible damage, on-site liaison with Contractor and ER should take place before and during the works.
