Requirements and Procedure for Application of Environmental Permits/ Licences

Industrial activity which involves the import or export of waste:

The Waste Disposal Ordinance provides for the control on import and export of waste in Hong Kong. Under the Ordinance, a permit is required before any waste could be imported into or exported from Hong Kong, unless the waste is uncontaminated , as specified in the Sixth Schedule of WDO and is for the purpose of reprocessing, recycling, recovery or reuse.

For import of waste into Hong Kong, the disposer or the importer shall apply for the permit; for export of waste from Hong Kong, the waste producer or the exporter shall apply. In both situations, the application shall be made at least 90 days prior to the intended shipment date.

How to apply:

To apply for a permit, the applicant shall visit the relevant website and complete a standard application form and return it with the following documents:

  1. Business Registration Certificate of the applying company
  2. A contingency plan showing the procedures to be followed in case of accident
  3. Documents showing the existence of the liability insurance to cover claims arising out of damage which may result from the import/export operation
  4. Documents showing a bond or other financial guarantee to the competent authority for the cost of any return and disposal of the said waste as required by the concerned competent authority
  5. Contractual arrangement for the export, import and disposal or reuse of the said waste
  6. Authorisation by the competent authority of the Region/Country of import on importing the said waste
  7. Record of performance of the waste disposer
