Public Sector

The Government has been taking the lead in energy conservation at its own premises.  For example, the Government has reduced its power consumption by 6.9% between 2002/03 to 2006/07 (our pledge was to reduce by 6% of the period). We have also conducted energy audits and re-audits at over 200 major Government venues.

 

Promote Energy Efficiency and Conservation within the Government

Understanding that improving air quality could have the co-benefit of reducing greenhouse gas emissions, we endorsed the Clean Air Charter initiative led by the business community.  Guidance was provided to bureaux and departments to adopt energy efficient measures in their operations.

Incorporate Environmentally Friendly and Energy-Efficient Features in Government Projects

All new Government buildings and retrofit projects are required, where applicable, to fully comply with the Building Energy Codes which stipulate the minimum energy performance standards of building services. The Government will also implement green roof top projects for new government buildings whenever feasible, with an aim to help enhance cityscape, attenuate urban heat island effect and improve air quality.

We are also committed to making the Tamar Development Project one of Government's "greenest" complexes when completed in 2011. Environmentally friendly and energy-efficient features will be incorporated into the project such as double-layer ventilated facades, green roofs, and solar electricity panels. It will also provide a landscaped "green carpet" open space for public enjoyment.

Perform Carbon Audit

As announced in the 2007 Policy Address, the Government will conduct a carbon audit for the Tamar Complex.  Following the launch of the carbon audit guidelines on buildings, a number of government buildings have been committed to conduct carbon audit.

Develop Renewable Energy

As an on-going effort to promote the use of renewable energy (RE) in public works projects, RE technologies will be incorporated in all works projects as far as practicable.  RE projects, such as grid-connected photovoltaic (PV) system, have been implemented in various government premises.
