Legislation
development is a necessary step to protect Hong Kong's air
quality. The Air Pollution Control Ordinance requires industry
to reduce excessive air pollutants. In 1989, the entire territory
was declared as air control zones with a set of Air Quality
Objectives (AQOs) for seven pollutants: sulphur dioxide, total
suspended particulates (TSP), respirable suspended particulates
(RSP), nitrogen dioxide, carbon monoxide, photochemical oxidants
(ozone) and lead. The AQOs set target concentrations for these
pollutants at levels which are consistent with international
health standards.
