FAQ on the combined "Import and Export Licence"

1. What is the combined licence used for?

The combined licence is a streamlined arrangement to facilitate the transhipment of a scheduled substance via Hong Kong. Instead of applying for both an import licence and export licence simultaneously for transhipment cargo (except for air transhipment cargo covered by a through air waybill which remains at all times during transhipment within the restricted areas of the Hong Kong International Airport as such transhipment cargo is not subject to import and export licensing requirements). The relevant licence is valid for 60 days.

2. Can the combined licence replace the separate import and export licences?

The combined licence will be applicable to cases where the scheduled substance for transhipment, covered by a through bill of lading, remains in exactly the same quantity, quality and packaging as when it was imported. Otherwise, the existing arrangement has to be followed and separate import and export licences are required.

3. How much does the combined licence cost?

The licence fee for the combined licence is $1,210, which is less than the total cost for obtaining both an import licence and an export licence ($1,630) under the existing arrangement.

5. How can I make an application?

Application for a combined licence can be made by completing a prescribed application form according to the specimen provided. It should be lodged to Rough Diamonds and Ozone Depleting Substances Licensing Unit, Room 1604, 16/F., Trade and Industry Tower, 3 Concorde Road,  Kowloon City, Hong Kong. For transhipment of methyl bromide, in addition to the above combined licence, import licence (Form 3) and export licence (Form 6) under the Import and Export Ordinance should also be applied.
