I have already replaced my vehicle with a new one prior to the commencement of the Scheme. Does the Scheme have retrospective arrangement?  Back to top↑

Ans

The Scheme does not have retrospective arrangement. Scrapping an old vehicle and first-registering a new replacement vehicle shall be made within the period specified under the Scheme.

If I do not join the Scheme, will the Government reject my application for licence renewal? Back to top↑

Ans

The participation in the Grant Scheme is voluntary. As long as your vehicle can comply with the prevailing statutory requirements, licence renewal will be granted. 

 

Q4.

Will the Government compel the retirement of pre-Euro and Euro I diesel commercial vehicles through legislation? Back to top↑

Ans

At present, we have no plan to prohibit the use of pre-Euro and Euro I diesel commercial vehicles.

 

Q5.

Why is the level of grant for Euro I diesel commercial vehicles higher than that for pre-Euro diesel commercial vehicles? Back to top↑ 

Ans

Euro I diesel commercial vehicles are relatively younger and some of them are still within their normal service life. A higher level of grant is therefore offered to compensate vehicle owners for their losses and to enhance the attractiveness of the Scheme.

Can I replace my vehicle with one that belongs to other classes of diesel commercial vehicle? Back to top↑ 

Ans

Yes. To meet the operational needs, vehicle owners can replace their vehicles with one that belongs to other eligible vehicle classes specified under the Scheme. Please refer to the “Incentive Scheme to Replace Pre-Euro and Euro I Diesel Commercial Vehicles by New Commercial Vehicles” leaflet for the levels of grant.

Please read the Annex to the “Incentive Scheme to Replace Pre-Euro and Euro I Diesel Commercial Vehicles by New Commercial Vehicles” leaflet for the levels of grant for different vehicle classes. The level of grant shall be determined on the vehicle class (and permitted gross vehicle weight for goods vehicle) of the old vehicle at the time of its de-registration and of the replacement vehicle at the time of its first registration, whichever is the less. Please refer to the examples in the leaflet.

Will the money received from selling my old vehicle to a scrapping company be deducted from the approved amount of grant? Back to top↑

How can I ensure that the replacement vehicle I intend to purchase complies with the prevailing statutory emission standard for newly registered vehicles? Back to top↑

Ans

You should ask the supplier to confirm the replacement vehicle complies with the prevailing standard (i.e. Euro IV emission standard.) and provide the Type Approval Letter (or Vehicle Emission and Noice Compliance Letter if imported by parallel importer) issued by the Environmental Protection Department for your reference. If the ownership of the vehicle has changed, will the Government accept a transfer agreement as a supporting document for issuing the grant to the new registered owner of the new replacement vehicle? Back to top↑

Ans

The incentive scheme requires the replaced vehicle at the time of de-registration and the substiture vehicle at the time of first registration to be owned by the same person. The grant will be paid to the first registered owner of the new replacement vehicle only. The Government will not accept a transfer agreement as a supporting document for issuing the grant to the new owner of the replacement vehicle.
