New Commercial Vehicles - Incentive Scheme <<Special Arrangement>>

The Incentive Scheme
 Vehicles are the second largest air pollution source in Hong Kong. Among them, diesel commercial vehicles are the most polluting. Compared with their Euro IV counterparts, pre-Euro vehicles emit 30 times more respirable suspended particulates (RSP) and two times more nitrogen oxides (NOx) whereas Euro I vehicles emit 15 times more RSP and 1.5 times more NOx. To improve air quality, the Government will, with effect from 1 April 2007, offer a time-limited one-off grant to vehicle owners to replace their pre-Euro and Euro I diesel commercial vehicles with new commercial vehicles complying with the prevailing statutory emission standard for newly registered vehicles.(See Note 1)
Under this grant scheme, "commercial vehicles" include light/medium/heavy goods vehicles, private/public light buses and private/public non-franchised buses. Pre-Euro and Euro I commercial vehicles are classified by their first registration dates. Pre-Euro vehicles refer to those vehicles first registered before 1 April 1995, whereas the first registration period of Euro I vehicles are listed below:

Note 1: Currently, Euro IV emission standard is the statutory standard for newly registered commercial vehicles. If it is tightened to a more stringent standard during the implementation period of the scheme, the new replacement commercial vehicles shall comply with the new standard.

Application can be made between 1 April 2007 and the deadline set out below:

*The application period of the one-off grant scheme is extended from 30 September 2008 to 31 March 2010 for all pre-Euro diesel commercial vehicles (i.e. the deadline will be the same as that for Euro I diesel commercial vehicles after the extension).

The application deadline for Euro I diesel commercial vehicles is 31 March 2010.

<<Special Arrangement>>
The application deadline for the grant is 31 March 2010. Since some vehicle suppliers had indicated that they could not provide new commercial vehicles meeting the requirements of the scheme in the timing required, after careful deliberations, the Environment Protection Department (EPD) agreed to put in place a special arrangement for vehicle owners who have already placed orders for new commercial vehicles to retain their eligibility for the grant. The details are as follows:

Vehicle owner has placed an order for a new commercial vehicle meeting the requirements for the grant on or before 31 March 2010; and

(2)

The order form must contain information of the pre-Euro or Euro I diesel commercial vehicle which is intended to be replaced (such as the registration number, vehicle class, chassis number, first registration date and fuel type of the old vehicle) together with the vehicle class, make, model and the tentative arrival date of the new vehicle etc.

Vehicle owners meeting the above conditions who wish to apply to EPD for retention of eligibility for the grant, must submit a duly completed application form for retaining the eligibility for the grant to EPD on or before 7 April 2010. EPD will then review the application on a case-by-case basis and inform the applicant of the result in writing. If the application for retaining the eligibility of the grant is approved, the vehicle owner must meet all the other requirements of the scheme and submit the application for the first registration of the new vehicle and the grant on or before 31 March 2011 in order to be issued the grant.
