Incentive Scheme for Replacing Euro lI Diesel Commercial
Vehicles by New Commercial Vehicles

 

If an Euro II diesel commercial vehicle owner, who has been allowed to retain the eligibility for the grant under the incentive scheme to replace a Euro II diesel commercial vehicles by a new commercial vehicle, sells his Euro II commercial vehicle after 30 June 2013, both he and the new owner of the vehicle will lose the eligibility for the grant.
 
 
Moreover, for owners of Euro II diesel commercial vehicles who have been allowed to retain their eligibility for the grant until 30 June 2014 under this special arrangement, their concerned Euro II diesel commercial vehicles will not be eligible for the ex-gratia payment scheme for phasing out pre-Euro IV diesel commercial vehicles, regardless of whether they submit an application for the grant on or before 30 June 2014.
 
 
The Incentive Scheme
Vehicles are the second largest air pollution source in Hong Kong. Among all vehicles, diesel commercial vehicles are the most polluting. Compared with Euro IV vehicles, Euro II models emit seven times more respirable suspended particulates and twice as much nitrogen oxides. To improve Hong Kong’s air quality, the Government has offered a one-off grant to owners of Euro II diesel commercial vehicles to encourage them to replace their vehicles with new ones from 1st July 2010 to 30th June 2013.

 

The Incentive Scheme
 
Under this incentive scheme, “commercial vehicles” include light, medium and heavy goods vehicles; private and public light buses; as well as private and public non-franchised buses. The scheme also classifies “Euro II” vehicles by their dates of first registration as shown in the table below.
