Registration Application for Vehicle Scrapping Companies under the Ex-gratia Payment Scheme

Starting from 6 January 2014, vehicle scrapping companies can apply to the Environmental Protection Department (EPD) for registration under the ex-gratia payment scheme (the scheme) to phase out pre-Euro IV diesel commercial vehicles (DCVs) by duly completing the following application form and submitting it to EPD with the required documents. Each registration will be valid for one year. A registered vehicle scrapping company may start to apply for re-registration three months before the expiry of the registration.

Responsibilities of Registered Vehicle Scrapping Companies

A vehicle scrapping company registered under the scheme is required to undertake the following in connection with scrapping a vehicle for the scheme –

(a)

keep complete and comprehensive records of the vehicles that it has scrapped for the scheme with prescribed log forms, which are subject to random checking and inspection by the Transport Department (TD);

(b)

report to EPD within two weeks after the termination of its business with the submission of the complete vehicle scrapping records that are required to be kept in (a);

(c)

take before scrapping a photo of the vehicle to be scrapped (sample photos are shown on this webpage) that clearly shows the vehicle’s unique chassis number. Registered vehicle scrapping companies should verify whether the vehicle’s chassis number is the one shown in the vehicle registration document;

(d)

issue a Vehicle Scrapping Certificate of prescribed format to the registered owners of the vehicles after scrapping the vehicles; and

(e)

duly complete Parts B and C of the ex-gratia payment application form for the registered owners of the vehicles.

Failure to comply with the above requirements may render the registration of a registered vehicle scrapping company cancelled.

Below are samples of the photo that vehicle scrapping companies registered under the ex-gratia payment scheme have to take before scrapping a vehicle. The photo should clearly show the vehicle’s unique chassis number.

The above sample photos are for reference only. Some numerals and letters are masked. For the photo that a registered vehicle scrapping company is required to take before scrapping a vehicle, each numeral and letter of the chassis number must be legible.

Vehicles with Damaged Chassis Numbers

If the vehicle’s unique chassis number is found damaged, vehicle scrapping companies registered under the ex-gratia payment scheme should advise the vehicle owner concerned to approach the Driving Offence Point Office of the Transport Department for verification of the number. The vehicle concerned should only be scrapped upon completion of the verification process.
