Control on Import and Export of Waste
Good Practices
Carriers / Shipping Agents
Carriers and shipping agents should also exercise due care before the shipping of waste to or from Hong Kong:-
| a. |
do not effect any waste shipment to unknown or non-existing consignees; always confirm the existence of the consignee and its agreement to accept the shipment prior to effecting a shipment; |
| b. |
make known the permit control requirements of WDO to the shipper /consignee and request for written confirmation that the shipments do not contain any waste not listed in the Sixth Schedule; always request for a detailed packing list in particular shipments with vague waste declarations such as “mixed metal scrap”, ”plastic scrap”, “computer parts”, “electrical appliances”, “auto parts” or other similar vague declarations. Controlled waste imported illegally would have to be returned to the country of export; |
| c. |
refuse to effect any shipment subject to WDO permit control unless a valid permit is provided by the shipper / consignee; and |
| d. |
if concerned parties refuse to provide information or if the information remains unclear after an attempt to clarify it, refuse to effect shipment or contact the Territorial Control Office, Environmental Compliance Division of EPD (fax: 2305 0453; tel.: 2755 5462) for advice. |
[ Important Note: Involvement in illegal shipment of waste will be subject to prosecution ! ]
