Control on Import and Export of Waste
The Control Scheme
Are all permit applications allowed?
After considering a permit application, EPD may either issue or refuse to issue a permit. In the case of refusal, EPD will give reasons for doing so to the applicant.
Under WDO, EPD shall not issue a permit unless it is satisfied, amongst others, that:

the competent authorities of the territory of import (and transit where applicable) has consented to the import (and transit where applicable) of the waste; |

| b. |
the waste will be managed in an environmentally sound manner in the territory of import; |
| |
|
| c. |
there is or will be liability insurance, where applicable, to cover claims arising out of damage to human health, property and the environment which might result from the waste import or export operation; |
| |
|
| d. |
there is or will be financial guarantee providing payment for the return of the waste to the place of origin in case of incomplete shipment; and |
| |
|
| e. |
the waste does not come from the developed countries listed in the Ninth Schedule of the WDO. |
