The purpose of the EOI exercise is to allow the Government to seek, on a no commitment basis, market interest and obtain market feedback with a view to developing a more comprehensive understanding on :
recyclers' preferences such as the types of recyclable materials to be processed and recycling processes to be adopted in the EcoPark;
recyclers' needs including tenancy arrangements, suitable lot sizes, utilities requirements, superstructure requirements, etc;
the core and non-core management services to be provided by the Government or its agents; and
recyclers' expectations of the EcoPark.
2. EOI documentation
The EOI document solicits information in the following 5 main areas :
Company particulars;
Current material recovery/recycling operations;
Proposed operations in EcoPark e.g. business models, types of processes, throughput, technologies;
Technical requirements for EcoPark operations e.g. tenancy period, lot size, energy demand; and
Value-added services to be provided by the future EcoPark operator e.g. marketing services, R & D.
