Public Participation

The participation of the public is a key to success in planning and developing new landfills. On 2 March 2001, EPD conducted a view-sharing meeting to seek views from green groups, academics, professional experts and relevant organisations. At the meeting, members exchanged views on the waste disposal problems in Hong Kong, approach for identifying new landfill sites, the potential locations identified as well as some new ideas and suggestions. On 23 December 2003, the Environmental Impact Assessment Subcommittee of the Advisory Council on the Environment (ACE) was consulted of the findings and recommendations of the study "Extension of Existing Landfills and Identification of New Waste Disposal Sites". The relevant notes of meeting and discussion paper can be viewed under "Information Papers and Reports".

Subsequently, comprehensive feasibility and environmental impact assessment (EIA) studies for the landfill extensions of NENT, SENT and WENT to examine in details the potential environmental impacts and to develop necessary mitigation measures were completed in 2007, 2009 and 2010 respectively. The Government has liaised closely with the respective District Councils throughout the EIA process to facilitate inputs to these studies and to consult the local communities.
