Trial Scheme for Private Waste Collectors at Shatin Transfer Station

Cover of the Trial Scheme for Private Waste Collector at Shatin Transfer Station Promotion LeafletAs the use of the South East New Territories Landfill at Tseung Kwan O will be changed to accepting only construction waste, the Environmental Protection Department (EPD) is now implementing a waste diversion plan to ensure the smooth delivery of other waste types to appropriate waste management facilities. Under the waste diversion plan, EPD will open up Shatin Transfer Station (STTS) for use by private waste collectors and reduce the charge rate of some refuse transfer stations (RTSs) so as to encourage the trade to utilize the existing refuse transfer station system.

To assist waste collectors to be familiarized with the operation of a RTS, in particular the STTS, EPD is now launching a 3-month “Trial Scheme for Private Waste Collectors at Shatin Transfer Station”, to allow waste collectors to use the STTS free of charge before it is formally opened. EPD will also take the opportunity to test the overall operation to ensure smooth implementation of the waste diversion plan.

Period and Opening Hours of the Trial Scheme
  • The Trial Scheme will run from 10 November 2014 to 9 February 2015 and there will be 2 sessions of opening hours, i.e. AM and PM sessions.
  • AM Session: 07:30 - 14:30
    PM Session: 14:30 - 21:30
     
Details of the Trial Scheme
  • Upon successful registration, participants will receive trial tickets from the EPD by post or they may choose to collect them in person.
  • The number of trial tickets to be issued to each participant will be based on the number of vehicles registered under his name:
    No. of registered vehicles No. of Trial Ticket to be issued*
    1-4 12 pc per vehicle
    5-9 60 pc
    or above 72 pc
    *The actual no. of trial ticket to be issued will be subject to the no. of application received.
  • To enjoy the free refuse transfer service during the Trial Scheme, a driver shall present a valid trial ticket to the facility staff at the inbound weighbridge before proceeding to unload waste at the STTS. Each ticket can only be used once for one vehicle load.
  • The trial ticket can only be used within the valid period stated on the ticket.
  • Participants should fill in the vehicle registration mark (VRM) on the trial ticket before use. The ticket is only valid for a vehicle which has been registered under the Trial Scheme.
     
Eligibility for the Trial Scheme

Only the following waste collectors are eligible to participate in the Trial Scheme:

  • Those who are NOT the account-holders under the Refuse Transfer Service Scheme (RTSS) of the EPD; and
  • Those who are existing account-holders under the RTSS of the EPD but have never used the transfer service.
     
Application
  • Application for the Trial Scheme is now open for individuals and companies.
  • Applicants should register the vehicles under their names to be used in the Trial Scheme.
  • Applicants should fill in and return the application form, together with the necessary supporting documents, to the EPD not later than 7 November 2014 by fax at 2591-0361, by post or in person to the following address:
