* Remarks:

1. Upon the government reorganization in July 2007, the previous "Commerce, Industry and Technology Bureau" was merged with the previous "Economic Development and Labour Bureau", to form the "Commerce and Economic Development Bureau".  The title of "Commerce, Industry and Technology Bureau - Commerce and Industry Branch" has been changed to "Commerce and Economic Development Bureau - Commerce, Industry and Tourism Branch".
2. The previous "Constitutional Affairs Bureau" was re-titled as "Constitutional and Mainland Affairs Bureau" to reflect more accurately the fact that coordination of HKSAR's relations with the Mainland is under the Bureau's charge.
3. The policy responsibilities of previous "Environment, Transport & Works Bureau" was re-distributed among the newly established "Environment Bureau", "Transport and Housing Bureau" and "Development Bureau" in July 2007.
4. The welfare portfolio of previous "Health, Welfare and Food Bureau" was transferred to the newly established "Labour and Welfare Bureau".
