Public Education Programme of the "Policy Framework for the Management of Municipal Solid Waste (2005-2014)" - Inviting Applications Now
The ECF Committee has allocated $10 million to support a Public Education Programme of the "Policy Framework". To tie in with the policy initiatives and timetable of the Policy Framework, applications are now invited under the specific themes below:
 a) Producer Responsibility Schemes (PRS) for Plastic Bags
- The previous focus of public education campaigns has mostly been on reduction at source. Additional activities should be organized i) to encourage recovery and recycling of plastic shopping bags, ii) to discourage switching to other single-use carriers, such as paper bags, and iii) to promote reuse of "environmentally friendly" bags.
b) Producer Responsibility Schemes for Beverage Containers and Packaging Materials
- Collection and recycling of beverage containers and packaging materials should be encouraged. For instance, glass bottles, which are often disposed of immediately after use, could be a possible focus. Proposals on recovery of beverage containers and packaging materials, particularly with the involvement and contribution of producers, would be welcomed.
Interested parties may make applications in accordance with the Guide to Application to deliver activities under the specific themes above. Applicants should use the Application Form attached and submit the applications by mail on or before 16 November 2008 together with a softcopy to peppf@epd.gov.hk.
