Cross-border Co-operation
It is well-recognised that pollution respects no boundaries, particularly air and water pollution, and in 1990 the Hong Kong-Guangdong Environmental Protection Liaison Group was established to see how the two administrations could work together to understand and control regional pollution. The group meets regularly and in 1998 received a significant boost when top officials from both sides endorsed their work. The Chief Executive announced in his October policy address that as a further step to greater co-operation, the two sides would conduct regular audits of their anti-pollution work in Deep Bay and Mirs Bay.

Until recently, the liaison group has concentrated on pollution in Deep Bay and conserving the cleaner waters of Mirs Bay. Its members are now devising action plans for the protection of Deep Bay. But the growing air pollution problem has not gone unnoticed. A joint study was announced in 1998 of air pollution in the Pearl River Delta and the possible solutions. The report will be completed in 2000.
