Quieter Environment

Environmental noise is one of the most pervasive nuisances that affects the quality of life. Our goal is to protect and maintain an acceptable acoustic environment for the community by:

  • advising on technical solutions on potential noise problems identified in advance during the land-use planning process
  • managing noise abatement programmes to bring relief to existing residential flats and schools adversely affected by traffic noise; and
  • enforcing the Noise Control Ordinance

While noise from commercial activities and road traffic in new towns is under control, noise from daytime construction activities and road traffic in the older developed areas is still a matter of concern. For the foreseeable future, we need to be vigilant, continuing the efforts and responding to the rising public aspirations on the quality of living. We plan to review the controls on daytime construction noise, specifically the noise created by domestic renovation sources, and plan to gauge the general noise environment.

Concurrently, we need to generate new ideas, such as the development-hub concept whereby an environmentally-friendly railway is the main transport link between developed business centres and residential estates. Overall, quieter forms of transportation must be established and more traffic free zones created.

By the end of 1999 our influence resulted in:

  • about 27 km of noise barriers and enclosures protecting some 15,000 dwellings from exposure to excessive traffic noise were completed and acoustic insulation and air-conditioners provided to some 6,000 flats
  • around 500 schools have also been installed with acoustic insulation and air-conditioners, benefiting more than 514,000 students
  • approximately 11 km of highway was resurfaced with a quieter surface to provide relief to some 16,000 residential flats
