Environmental
Management System
THE DIRECTOR
OF THE EPD is our Green Manager and chairs the department's
Green Management Committee (GMC), attended by office managers
from our 13 offices. The GMC sets the policies for our internal
environmental management. The GMC is supported by the Management
Support Unit (MSU), which is responsible for developing, implementing
and reviewing our green management system and practices department-wide.
In each of the 13 offices, green practices are carried out
by a Green Action Team comprising staff of various ranks.
The Green Action Teams report to their respective office managers,
who may bring matters up for discussion at the GMC as required.
All of
our offices are required to conduct annual audits of their
activities and report back to the MSU. The MSU checks these
self-audits by doing its own audits of one office each month
(including laboratories and field offices). If non-compliances
are identified during these external audits, they are reported
to the relevant Green Office Manager for follow-up action.
In 2000,
40 self-audits were carried out by the 13 offices, and 10
external audit checks were carried out by MSU. Only minor
lapses in green housekeeping practices by individual staff
were found.

ISO
14001 Certification
We obtained
certification of our Waste Facilities Business Unit (WFBU)
in 2000 and we see it as an opportunity to not only continue
to improve our environmental performance, but to set an example
for other government departments and the private sector to
do so.
The WFBU
also requires contractors of new waste management facilities
to obtain ISO 14001 EMS certification as part of the contractual
arrangements.
For the
rest of EPD, the environmental management system is modelled
on that of ISO 14001. A gap analysis will be carried out in
2001 and improvements made as necessary to bring us as close
to 1SO 14001 standards as possible.
