Verification Objectives
BMT Asia Pacific Limited was commissioned by the Environmental Protection Department (EPD) to conduct an independent verification of its Environmental Performance Report 2002. The objectives were to verify claims made in the report, as well as the data collection systems supporting these claims. We were also asked to assess the comprehensiveness of the report in covering EPD's key environmental programme areas and to provide recommendations for improving future reports.

This statement is issued based on the findings of the verification and represents a wholly independent opinion of Environmental Performance Report 2002. BMT Asia Pacific was not involved in any aspect of the preparation of the report.

Approach to Verification
The verification was conducted from 14 to 20 June 2002. Meetings were held with professional and technical staff during which specific claims were discussed and substantiated, and data was sampled and examined. Where further investigation was needed, additional meetings were held with the senior managers responsible for the relevant programme areas.

The following elements of the report were sampled during our verification:

• Environmental policy setting and programme implementation in the areas of air, noise and water/sewage;
• Facility operation including that for EPD laboratories and contracted waste facilities;
• Legal compliance;
• Contractor management;
• Emergency preparedness and response;
• Community and business sector partnerships;
• Internal green management, auditing and greening initiatives;
• Staff awareness, training and participation; and
• Target setting.
