"Partnership" has been an important theme of our work in 2002. This is linked to a significant change in our approach to polluters. Apart from enforcing anti-pollution laws, we are also working with potential polluters to improve their performance, understand better their constraints and help them understand the need for effective environmental protection measures.
This report describes the various partnerships we have entered into in recent years, and the progress on our many other programmes. Yet it also serves as an example to our partners - indeed, to anyone in the private and public sectors - of the need to be comprehensive and accountable when assessing one's environmental performance.
The Environmental Performance Report (EPR) describes two things: the impacts on the environment of our environmental programmes and the impacts of our operations. Although we cover our programmes in depth in Environment Hong Kong, our annual report, the EPR offers a fuller account of how we, as a department, are performing. In 2002 we endorsed measures to improve the effectiveness of our environmental management system, which should help to improve our overall environmental performance.
An important aspect of this exercise is that we set targets, which readers can refer to in measuring the success of our programmes. We also submit our EPR to a third party for verification. There is always room for improvement and this exercise helps us to see more clearly where we can perform better.
We also rely on feedback from our stakeholders to help us improve. This is a broad group, ranging from the construction, restaurant and vehicle repair trades to green groups, academics, politicians, businessmen and the general public.
