Environmental Levy Scheme on Plastic Shopping Bags - Environmental Levy Scheme

The Levy

The environmental levy is set at 50 cents for each plastic shopping bag given out at a registered retail outlet. This level is based on public opinion survey as well as previous voluntary campaigns which indicated that a levy of 50 cents would create sufficient incentive to reduce the use of plastic shopping bags on the one hand, but not exceeding a level generally accepted by the public on the other.

Through the introduction of the environmental levy, we consider that it will help change the public’s habit and lead to a sustained reduction in the use of plastic shopping bags in Hong Kong.
