The Scope

To ensure a successful introduction and an effective administration, the Levy Scheme adopts a phased approach by first covering chain or large retailers. Typical examples include supermarkets, convenience stores, personal health and beauty stores, drug stores, department stores, etc.
Under the Levy Scheme, prescribed retailers shall register their qualified retail outlets as registered retail outlets, otherwise no plastic shopping bag shall be provided from these qualified retail outlets. Retailers who have successfully registered under the Levy Scheme would become registered retailers and they will:

have a certificate of registration displayed at each of their registered retail outlets; and
- display tent cards and stickers bearing the Levy Scheme's logo.
Customers may also call EPD's dedicated hotline or visit EPD’s website where the Register containing names of the registered retailers and their registered retail outlets is kept for public information.

Prescribed Retailer
A person who carries on a retail business at -
a. 5 or more qualified retail outlets in Hong Kong; or
b. at least one qualified retail outlet in Hong Kong that has a retail floor area of not less than 200 square metres.

Qualified Retail Outlet
A "qualified retail outlet" is one that offers all of the following categories of goods for sale-
i) any food or drink;
ii) any medicine or first-aid item; and
iii) any personal hygiene or beauty product.
