X. Implementation

Q.46

What is the "Register" and where can it be accessed?

A.46

The Register is a data base that contains the name and address of all registered retailers, and the name and address of all registered retail outlets of those retailers. The public can browse it at  EPD's website or visit the EPD Offices during office hours.

Q.47

Upon the commencement of the Levy Scheme, can a retail outlet provide free “non-woven bag” (commonly known as environmental bag) to customer as a kind of promotion?

A.47

The promotion should not lead to a direct offset of the whole or part of the price of the “non-woven bag” so that it is in effect given free of charge or sold at a net price of less than $5.00.

Q.48

For the first two years of the implementation of the Environmental Levy Scheme on Plastic Shopping Bags (Levy Scheme), how many plastic shopping bags were distributed by the registered retailers and what was the corresponding levy income collected?

A.48

Based on the information provided in the quarterly returns, some  101.6 million plastic shopping bags were distributed by the registered registers with the corresponding levy income of some $ 50.8 million collected for the first two years (from 7 July 2009 to 30 June 2011) of the implementation of the Levy Scheme.
