The Environment Bureau launched on 10 January 2012 the public consultation on the introduction of charging as an economic means to reduce the generation of municipal solid waste.  The consultation document gives an overview of waste management in Hong Kong, and also outlines the international experience in waste charging and key considerations for the implementation of such a scheme in Hong Kong.  The consultation will last for three months from now until 10 April 2012.  Members of the public are welcome to give their views. The consultation document is available at the offices of the Environmental Protection Department, the Environmental Resource Centres and the Public Enquiry Service Centres of Home Affairs Department. They can also be downloaded from the <a href="http://www.epd.gov.hk/epd/msw_consult/english.html" target="_blank">dedicated website</a>.</description>

The Motor Vehicle Idling (Fixed Penalty) Ordinance has come into operation on <a href="http://www.info.gov.hk/gia/general/201112/09/P201112090204.htm">December 15</a>. Pursuant to the Ordinance, drivers are prohibited from leaving their vehicle engines idling for more than three minutes in any 60-minute period. A Penalty Notice will be issued to drivers contravening the prohibition and they will be liable to a fine of $320. The Hong Kong, Guangdong and Macao governments on September 1 jointly launched a three-month public consultation on initial proposals for the Regional Cooperation Plan on Building a Quality Living Area (the Plan). Building on existing cooperation efforts among the three sides, the consultation document proposes the objective and vision to transform the Greater Pearl River Delta region into a low-carbon, high technology and low pollution city cluster of quality living. Initial cooperation directions and proposals in the areas of environment and ecology; low-carbon development; culture and social living; spatial planning; and transportation systems are being suggested. The Government would like to receive views and comments from the public on the various proposals through this consultation, and garner public support. Views collected will be taken into account during the next phase of study with a view to finalising the Plan. The EPD has published a <a href="http://www.epd.gov.hk/epd/english/environmentinhk/waste/guide_ref/files/pg_conland_eng_2011.pdf" target="_blank">"Practice Guide for Investigation and Remediation of Contaminated Land"</a> (PG), which shall be used in conjunction with the <a href="http://www.epd.gov.hk/epd/english/environmentinhk/waste/guide_ref/files/GN_for_land_contamination_e.pdf" target="_blank">"Guidance Note for Contaminated Land Assessment and Remediation"</a> and the <a href="http://www.epd.gov.hk/epd/english/environmentinhk/waste/guide_ref/files/gme.pdf" target="_blank">"Guidance Manual for Use of Risk-based Remediation Goals for Contaminated Land Management"</a> promulgated in August 2007. The PG provides more comprehensive coverage of potentially contaminated sites and contaminants typically encountered in Hong Kong, and will supersede a similar document entitled "Guidance Notes for the Investigation and Remediation of Contaminated Sites of: Petrol Filling Stations, Boatyards and Car Repair/Dismantling Workshops (1999)"</description>
