The Product Eco-responsibility Ordinance (Cap. 603) provides the legislative framework for the implementation of producer responsibility schemes (PRSs). The environmental levy on plastic shopping bags will be the first PRS under the Ordinance. Everybody in the community, including consumers and manufacturers, is urged to take responsibility for reducing waste and recovering used products for recycling. The first Carbon Audit Guidelines for conducting carbon audits on buildings in Hong Kong were officially launched today (July 24). The users and managers of buildings could calculate the amount of greenhouse gas (GHG) emitted from building operations and to explore room for further emission reduction. Fifteen leading suppliers in the lighting trade have joined hands to fund a territory-wide fluorescent lamp recycling programme. Regular collection service will be provided starting from April 2008 at over 400 public, subsidised and private housing estates. From 15 March onwards, a total of 52 public collection points will gradually be provided at the retails outlets of participating companies, designated shopping malls and houseware stores. Twenty leading local and international brands in the computer trade have joined hands to fund a territory-wide computer recycling programme. Commencing on 25 February 2008, the public can bring their used computer equipment to fifteen public collection points, or over 600 collection points set up at the housing estates, commercial and industrial buildings according to a district collection schedule commencing in late March.
