Environment Bureau was officially established on July 1. Environmental protection is a major policy area for the third term of the Hong Kong Special Administrative Region Government. At the press conference on the announcement of Principal Officials for the new term of government, I have pledged to lead the work in enhancing the living environment for the Hong Kong people. I will continue to count on the diligence and professionalism of my civil service colleagues in the Bureau and the relevant departments to help implement the environmental policy agenda laid out by the Chief Executive. My colleagues and I will spare no efforts in reaching out to the community to hear what you want in shaping Hong Kong's environmental policy.

Hang Seng Pearl River Delta Environmental Awards

Hang Seng Bank and the Federation of Hong Kong Industries jointly launched the Hang Seng Pearl River Delta Environmental Awards on 28 June 2007. The Awards aim to encourage the manufacturing industries in the Pearl River Delta region to enhance their environmental performance. Deputy Director of Environmental Protection, Dr. Michael Chiu delivered a speech in the launch ceremony of the Awards.

Rechargeable Battery Recycling Programme moved into its third year
¥R¹q¦À¦^¦¬­p¹º¤w¹F¨ì¹w´Á¦Ê¤À¤§¤Qªº¥Ø¼Ð¡C ­p¹º¥Ñ¤G¡³¡³¤­¦~±À¦æ¥H¨Ó¡AÀô«O¸p¦@¦¬¤F¬ù40¤½¾·¥R¹q¦À¡C´Á±æ¥¼¨Ó¨â¦~±N¦^¦¬²v´£°ª¦Ü¦Ê¤À¤§¤Q¤­¦Ü¤G¤Q¡C
The Rechargeable Battery Recycling Programme has met the 10% recycling target. About 40 tonnes of rechargeable batteries have been collected since the programme was launched in 2005. The programme's next two-year goal is to achieve a recycling target of 15% to 20% by March 2009.

The Chief Executive in Council made an Order to provide for a temporary exemption from the environmental permit requirement for operating the Shenzhen section of the Shenzhen Bay Bridge (SSBB), allowing SSBB to open to traffic when the new cross-boundary control point at the Shenzhen Bay Port comes into operation. During the exemption period, the Director of Highways is required to implement environmental mitigation and monitoring measures to protect the environment while applying for the environmental permit for operating the SSBB under the EIA Ordinance.

On 25 June 2007, the EPD obtained the support of the Legislative Council Panel on Environmental Affair on an infrastructure proposal to retrofit noise barriers at Kwun Tong Bypass so as to provide relief to residents affected by the existing road traffic noise. The funding submission would be put to the Public Works Sub-committee after the LegCo's summer recess for implementation in 2008.

The Legislative Council Panel on Environmental Affairs supported EPD's proposal of providing sewerage facilities at Yung Shue Wan and Sok Kwu Wan on Lamma Island as well as Tseng Tau Chung Tsuen in Tuen Mun. The proposed projects cost $574 million in total, and their completion in 2010 will bring significant improvements to the water quality and environmental hygiene of these areas. The funding submission would be made within this year to the Legislative Council.
