Emission Standards and Controls The Smoky Vehicle Control Programme Vehicles emitting excessive black smoke may be reported by trained accredited "spotters". The Environmental Protection Department (EPD) investigates and screens the reports, then asks vehicle owners to bring their vehicles in for testing. Non-attendance at the test or repeated failures can result in the vehicle licence being cancelled. If black smoke emissions are reported by the public, the EPD sends an advisory letter to the owner requesting that the problem be rectified. The Euro IV standard was implemented in phases starting from January 2006.
