Introduction
Hong Kong has approximately 2.4 million residential flats and 36 million m2 of non-domestic floor space. This generated a huge market and demand for property management service. Currently, Hong Kong has about 1,000 property management companies.
Traditionally, property management focuses in areas such as security, safety, cleansing and maintenance of essential utility services. Nowadays, in response to the increasing expectation of the general public to have a better environment and the global trend of every business to be more environmental friendly, property management needs to develop various environmental protection measures, such as implementing waste recycling and recovery programs, adopting energy saving measures, installing noise control works on ventilation system, establishing house-rules to control pollution problems generated by renovation works and providing good indoor air quality. To help the trade in implementation of environmental protection measures, the EPD initiated a partnership programme in 2001 to work with the trade to identify the trade need and to provide assistance and practical guidelines.
Programmes & Events
If not properly managed, renovation work often causes a variety of pollution problems, such as noise, malodour and waste nuisances. These environmental nuisances are particularly annoying to the residents for new residential development. In May 2001, the EPD started a pilot partnership scheme with the management companies of three new estates in Tsueng Kwan O to educate property managers, residents and renovation contractors on renovation pollution control. The response was encouraging and there was no complaint on the renovation activities from these three new residential estates.

Following the success of the pilot partnership scheme, the EPD further collaborated with the Hong Kong Association of Property Management Companies Limited and launched the formal partnership programme in October 2001. The objectives are to address the common pollution problems arising from various kinds of daily operations of the trade and to promote good pollution control practices in order to raise the environmental awareness of the trade and to enhance the overall building environmental performance.
Since then, the EPD has produced a lot of trade specific reference materials, such as poster, leaflet, reference guide, video and website. The EPD also continues collaboration with the trade and government department to organize seminars, training workshops, environmental property management related activities and educational programmes.

The Air Pollution Control (Fuel Restriction) (Amendment) Regulation is effective from 1 October 2008. Diesel fuel users in industrial and commercial sectors must now use ultra low sulphur diesel (ULSD) with a sulphur content of not more than 0.005% by weight.
