ENVIRONMENTAL MONITORING AND AUDIT (EM&A)

Baseline Monitoring

24-hour TSP monitoring will be conducted at TVB City and TKO Area 137 for at least 14 consecutive days prior to the commencement of the construction works.
Quarterly monitoring of ambient VOC, methane, ammonia, hydrogen sulphide (H2S) along the Extension site boundary for a period of 12 months.

Construction Phase

24-hour TSP monitoring will be conducted at TVB City and TKO Area 137 once every six days throughout site formation and blasting works.

Operation/Restoration

24-hour TSP monitoring at the Extension site boundary once every six days.
Quarterly monitoirng of ambient VOCs, methane, ammonia and H2S concentrations along the Extension site boundary.
Monthly monitoring of NO2, CO, SO2, benzene, vinyl chloride, non-methane organic compounds (NMOCs) and ammonia (for thermal oxidiser only) in flue gas of the landfill gas flares and thermal oxidiser stack for the first 12 months and thereafter at quarterly intervals. Continuous monitoring of gas combustion temperatures and exhaust gas temperature and velocity.
Monthly monitoring of NO2, CO, SO2, benzene and vinyl chloride concentrations in flue gas of landfill gas generator for the first 12 months and thereafter at quarterly intervals. Continuous monitoring of gas combustion temperatures and exhaust gas temperature and velocity.
Daily odour patrol along the Extension site boundary.
On site meteorological station to capture met data for EM&A data analysis.

Aftercare Phase

24-hour TSP monitoring at the Extension site boundary once every six days when there are major maintenance works.
Dust monitoring
Quarterly monitoring of ambient VOCs, methane, ammonia and H2S concentrations along the Extension site boundary.
Quarterly monitoring of NO2, CO, SO2, benzene, vinyl chloride and NMOCs concentrations in flue gas of the landfill gas flares. Continuous monitoring of gas combustion temperatures and exhaust gas temperature and velocity.
