MITIGATION MEASURES

The following key mitigation measures will be implemented to avoid and minimise air quality impacts during different phases of the project. For a full details on mitigations measures, please refer to the EIA Report.

Construction Phase

The area within 30m of the blasting area will be wetted prior to blasting. Blast nets, screens and other protective covers will be used to prevent the projection of flying fragments and materials.
Covering of stockpile material
The main haul road will be kept clear of dusty materials or sprayed with water.
Any stockpile of dusty materials will be covered entirely by impervious sheeting and placed in an area sheltered on the top and on the three sides.
Spraying of water will be applied
  • On any stockpile of dusty materials
  • to dusty materials prior to loading, unloading or transfer operation
  • to working area of any excavation or earth moving operation before, duringand immediately after the operation
  • To area where the demolition works are planned to take place
  • Effective dust screens, sheeting or netting will be provided to enclose the scaffolding from the ground level up to the highest level of the scaffolding.
    Good site practices such as regular maintenance and checking of the diesel powered mechanical equipment will be adopted to avoid any black smoke emissions and to minimize gaseous emissions.

    Operational Phase/Restoration Phase

    To minimise fugitive dust:
  • Idling diesel-driven equipment engine will be switched off.
  • The main haul road will be kept wet at all times.
  • Loose materials will be covered by impervious sheet or watered to avoid fugitive dust emissions.
  • Construction equipment will be properly maintained to avoid any black smoke emission.
  • No mitigation measures are required for gaseous emissions from the operation of LFG treatment facility and LTP as no exceedance of criteria are predicted.

    Odour management and control measures will be carried out during the operational/restoration phase to minimise the residual impacts at the representative ASRs. For details, see Table 4.8a of the EIA Report.

    No mitigation measures regarding gaseous emission are required.
