PRECAUTIONARY MEASURES

It is recommended that project proponent of any development within the 250m Landfill Consultation Zone of the Extension should strictly follow the requirements of landfill has hazard assessment stipulated in the ProPECC 3/96 and EPD's Landfill Gas Hazard Assessment Guidance Note and undertake a detailed QLFGHA to assess the hazard potential and to identify the precautionary measures. The following list presents a list of key precautionary measures.  For a full list please refer to the EIA Report.

General Landfill Gas Hazards Prevention

Implementation of the landfill gas control measures and restoration works will significantly reduce the potential for off-site migration of landfill gas to the adjacent developments.
All contractors participating in the works and operational staff should be aware of the potential of methane and carbon dioxide present in the soil. All works should be undertaken on the basis of an "assumed presence of landfill gas".

Construction Phase

Safety procedures should be implemented to  minimise the risks of fires and explosions and asphyxiation of workers.
Any office/quarters set up on site should take precautions against landfill gas ingress, such as being raised off the ground.
Smoking and naked flames should be prohibited within confined spaces.
Adequate fire extinguishers and breathing apparatus sets should be made available on site and appropriate training given for using these apparatus.
Monitoring should be undertaken when construction works are carried out in confined space within the consultation zone.

Design Phase

For the construction and operation  of the Extension, it is anticipated that relevant precautionary measures will be identified and implemented, including the placement of liner and installation of landfill gas management system to contain, manage and control landfill gas.
For the operation of the infrastructure area at the Extension, engineering measures including a combination of passive and active systems will be required to protect the staff working in the infrastructure area, examples including the avoidance of underground structure/void, use of raised floor design for office blocks, installation of venting pipes, installation of landfill gas detection systems etc.
For future development in TKO Industrial Estate and TKO Area 137 which fall into the Landfill Consultation Zone of the Extension, the project proponents should carry out landfill gas hazard assessment for developments and design/implement suitable precautionary and protection measures to render the development as safe as practicable.
Landfill gas monitoring boreholes will be installed to monitor the migration of landfill gas.

Operation, Restoration and Aftercare Phase

The Extension Contractor should have a responsibility to train their staff on precautionary measures, undertake regular landfill gas monitoring and prepare and implement emergency plan.

A permanent gas monitoring system with alarm should be installed and operated in all occupied on-site buildings.
All utilities companies should have a responsibility to train and ensure their staff to take appropriate precautions at all times when entering enclosed spaces or plant rooms.
