MITIGATION MEASURES

Construction Phase

The assessment indicates that with the implementation of the proposed waste management practices at the work sites, no adverse environmental impacts are envisaged during the construction phase.  The following good construction site practices are proposed to avoid or further reduce the potential environmental impacts during the construction of the Extension.

The Contractor must ensure that all the necessary waste disposal permits or licenses are obtained prior to the commencement of the construction works.
A system should be established to record the amount of waste generated, recycled and disposed of during the construction phase.
On-site segregation of construction waste into inert and non-inert materials and waste storage in different containers or skips should be carried out to facilitate the reuse of inert materials and the proper disposal of non-inert construction waste.
Chemical waste should be handled in accordance with the EPD’s Code of Practice on the Packaging, Handling and Storage of Chemical Wastes.
An adequate number of portable toilets should be provided at the site and these should be desludged and maintained regularly by a specialist contractor.
General refuse should be stored in enclosed bins separately from construction and chemical wastes.  Recycling bins should be provided at strategic locations to facilitate recovery of aluminium can and waste paper from the Extension Site.

Operational/Restoration Phase

The contractor should ensure that all sludge generated from the Leachate Treatment Plant (LTP) should be transported to the tipping face by enclosed containers and being mixed with MSW and covered by construction waste immediately after tipping.
Chemical waste should be handled in accordance with the Code of Practice on the Packaging, Handling and Storage of Chemical Wastes.
All sewage generated from the operational staff should be diverted to the LTP for treatment or discharged to foul sewer if available.
General refuse should be stored in enclosed bins and disposed of at the tipping area on a daily basis to reduce odour, pest and litter impacts.
Recycling bins should be provided at strategic locations to facilitate recovery of aluminium can and waste paper from the Extension Site.  Materials recovered should be sold for recycling.

Aftercare Phase

The Contractor should ensure that all dewatered sludge generated from the LTP be transported to a waste disposal facility.
All sewage from the aftercare staff should be treated at the LTP or discharged to foul sewer if available.
General refuse should be stored in enclosed bins and disposed of at the tipping area on a daily basis to reduce odour, pest and litter impacts.
