Mitigation Measures
 


Construction Phase

The following measures have been proposed to mitigate potential noise impact from construction activity:

Good construction site practices such as use of well maintained equipment, use of silencers and mufflers, locating mobile plant equipment away from NSRs, shutting down of intermittent equipment, use of material stockpiles as noise barriers

use of quiet power mechanical equipment (PME)

adoption of moveable noise barrier

use of noise insulation sheet

schedule of PME/construction activity

After incorporating the above mitigation measures, no exceedance of the EIAO-TM noise criteria, is anticipated, during the construction phase at NSRs.

Operation Phase
Although no adverse noise impact is expected during the operation phase, the following measures are recommended to minimize the potential impact as far as possible:

choosing quieter equipment

include noise specifications when ordering new plant equipment

locate fixed plant items or noise emission points away from the NSR

locate noisy machine in enclosed rooms or buildings with suitable and practicable noise remedies

develop and implement a regular scheduled plant maintenance program so that plant items are properly operated and serviced

Noise Emissions from Events at the Courtyards and the Use of Public Address (PA) System

good management practices shall be in place, including noise monitoring, setting up a complaint hotline, and distributing advance notice to nearby NSRs. It is recommended that good management practices be implemented during both rehearsals and shows; and

as a fallback option, should non-compliance of the relevant noise criteria at the NSRs be identified for the event, immediate mitigation measures (such as turning down/off of music volume) should be implemented.
