Application for Permission to Apply Directly for an Environmental Permit

Conditions Imposed under Section 5(12) of the Ordinance
for Permission to Apply Directly for Environmental Permit
1. All measures described in the Project Profile submitted by the applicant on 13 February 2004 shall be fully implemented.
2. The Project shall be constructed with flood-controlled landscape feature with at least one-metre high earth berm along the catchments boundaries as shown in Annex A to contain the total runoff without creating any discharge beyond the golf course area.
3. No chemical fertilizers shall be used on the golf course area.
4. No chemical pesticides shall be used on the golf course area.
5. A turfgrass management plan (TMP) shall be submitted to the Director for approval. The plan shall be prepared by a competent personnel trained in the theory and practice of turf grass management and maintenance. The TMP shall cover details of fertilizers application to be adopted (including the type, dosage, frequency of application of fertilizers), details of the integrated pest management methodology (including type, dosage, frequency of application of biological pest control agents) and details of water quality monitoring and audit.
6. No outdoor sport light for the illumination of the Project shall be operated from midnight to 7:00a.m.
7. All outdoor sport lights for the illumination of the Project shall be fully shielded so that light rays emitted by the fixture are projected below the horizontal plane passing through the lowest point on the fixture from which light is emitted. Shielding structures such as baffles, louvers, shades, cowl or skirt are examples that can be considered.
8. The height of the outdoor sport lights for the illumination of the Project shall not exceed six metres in height when measured from the base of the fixture.
9. A competent personnel trained in the theory and practice of outdoor sport lights and illumination shall be retained to manage and oversee the implementation and maintenance of the illumination requirements and system for the duration of the Project, to ensure compliance with Conditions (6), (7) and (8) and to undertake any necessary glare mitigation measures to address public concerns on possible unacceptable glare and uncomfortable eye feeling brought on by the outdoor sport lights and illumination system for the Project as far as practicable.
Note
Under section 17 of the EIA Ordinance, the applicant may appeal to the Appeal Board against any of the above conditions within 30 days of the receipt of this notice of the Directorˇ¦s decision.
