7           COMMENTS, CONCLUSIONS AND RECOMMENDATIONS

 

7.1               This report presents the second quarter of the Fill Bank operation. Major activity in the Fill Bank was the import and dumping of fill material. Air and water qualities were the major environmental issues in the Fill Bank.

 

7.2               There were 7 air quality and 35 water quality exceedances recorded in the reporting quarter. In respect to the air and water quality exceedances, interim notifications (NOE) were issued to EPD, ER, IC(E) and the Contractor to inform of the incidents. Two Action and three Limit Level 24-hr TSP exceedances were recorded in April 2006. One Action Level and one Limit Level exceedances were recorded in May 2006. There was no Action/Limit Level exceedances recorded in June 2006. All exceedances were considered related to the project. All the water quality exceedances were considered invalid to the Project.

 

7.3               There was no complaint, summons or successful prosecution recorded in the reporting quarter.

 

7.4               The implemented EM&A programme ensured that any environmental impacts to the receivers would be readily detected and timely actions could be taken to rectify any non-compliance. Assessment and analysis of monitoring results collected demonstrated the environmental acceptability of the Project. Weekly site inspections ensured that the EIA recommended all monitoring works and mitigation measures were effective. No particular recommendation was advised for improvement in the EM&A programme.
