EXECUTIVE SUMMARY

 

Introduction

 

This is the second Quarterly Environmental Monitoring and Audit (EM&A) Summary Report prepared by Maunsell Environmental Management Consultants Limited (MEMCL) for the “Operation of Public Fill Reception Facility at Tuen Mun Area 38” (The Project). This report summarises the EM&A work performed in the quarter from 1 April to 30 June 2006.

 

Construction activities in the reporting quarter were:

 

·         Management and operation of facilities in Tuen Mun Area 38 Fill Bank;

·         Partial removal of the Public Fill stockpiled at Tuen Mun Area 38 Fill Bank including feeding of suitable public fill to the PBR2’s Sorting Facilities;

·         Operation of Tipping halls;

·         Provision and operation of a Crushing Plant;

·         Construction of tipping hall 3;

·         Construction of weighbridges and recorder house 2;

·         Construction of new weighbridges and recorder house 3;

·         Construction of access road to temporary sorting facilities;

·         Construction of car park aside CEDD site office;

·         Tree planting around CEDD site office;

·         Provision of new container for security at main gate; and

·         Landscaping works.

 

Dump truck traffic was the major dust sources. Barge delivery of fill material was also undertaken in the reporting quarter.

 

Monitoring of 1-hour Total Suspended Particulates (TSP) and 24-hour TSP at two designated monitoring stations and water quality at four designated monitoring stations were performed. The monitoring results were checked and reviewed. Site inspections were conducted on weekly basis. The implementation of the environmental mitigation measures, Event and Action Plans and environmental complaint handling procedures were also implemented.

 

Environmental Monitoring Works

 

Air Quality

 

1-hr TSP Monitoring

 

In the reporting quarter, all monitoring results complied with the Action/Limit levels. The air quality during the operation hours of the Fill Bank was considered acceptable.

 

24-hr TSP Monitoring

 

There were two Action and three Limit Level exceedances recorded in April 2006. One Action Level and one Limit Level exceedances were recorded in May 2006. There was no Action/Limit Level exceedances recorded in June 2006.

 

Water Quality

 

Marine water quality monitoring was conducted in accordance with the EM&A Manual. There were thirty-five exceedances recorded in the reporting quarter. During the monitoring events, there was no observation regarding silty discharge from the Fill Bank. Therefore, all water quality exceedances were considered not related to Fill Bank operation.

 

Environmental Complaints and Prosecution

 

No complaint, summon or prosecution related to environmental issues was made against the Project in the reporting quarter.
