Application for Permission to Apply Directly for Environmental Permit

Project Title: Reuse of Treated Effluent From Ngong Ping Sewage Treatment Plant for Toilet Flushing

 

Date of the Director’s Permission : 3 April 2003

 

Conditions Imposed under Section 5(12) of the EIA Ordinance

for Permission to Apply Directly for Environmental Permit

 

 

1.          All measures described in the Project Profile submitted by the Applicant on 20 February 2003 shall be fully implemented.

 

2.          The valves and pipes for effluent reuse shall be different to those for potable water.

 

3.          An operational manual for the project shall be submitted to the Director for approval. The operational manual shall include the following:

(i)                  measures to ensure that no pollution occurs to the water gathering grounds;

(ii)                handling procedures and requirements for management of waste and chemicals;

(iii)               monitoring requirements;

(iv)              contingency measures in case that the effluent from the effluent reuse facilities cannot meets the required water quality standards;

(v)                control measures on the use of treated effluent for flushing use only; and

(vi)              other operational requirements including normal and emergency procedures, maintenance and monitoring schedules etc. for the effluent reuse system.

All measures in the approved Operational Manual shall be fully and properly implemented.

 

 

Note:

Under Section 17 of the EIA Ordinance, the applicant may appeal to the Appeal Board against any of the above conditions within 30 days of the receipt of this notice of the Director’s decision.
