　 Pursuant to Section 10 of the Environmental Impact Assessment Ordinance, the Director of Environmental Protection (the Director) grants this environmental permit to THE TERRITORY DEVELOPMENT DEPARTMENT (the 'Permit Holder') to decommission a designated project described in Part B subject to the conditions described in or attached to Part C. The issue of this Environmental Permit is based on the documents, approvals or permissions described below :-

根據環境影響評估條例第10條的規定，環境保護署署長(署長)將本環境許可證批予拓展署(許可證持有人)以解除B部所說明的指定工程項目的運作，但須遵守C部所說明或附載的條件。本環境許可證的發出，乃以下表所列的文件、批准或許可作為根據：—

The area covered under this designated project totals about 160ha. The scope includes ground decontamination (about 11ha), building demolition, apron breaking and removal.

PART C (PERMIT CONDITIONS)

C部(許可證的條件)

1 General Conditions

一般條件

1.3 The Permit Holder shall ensure full compliance with all conditions of this environmental permit. Any non-compliance with this permit may constitute a contravention of the Environmental Impact Assessment Ordinance (Cap. 499) and shall be definite ground for enforcement action or permit cancellation where applicable.

許可證持有人必須確保完全符合本環境許可證的全部條件。如有不符合本許可證的情況，可能構成違反環境影響評估條例(第499章)的規定，並可按適用情況作為採取執法行動或取消許可證的確切理由。

1.2 This permit shall not remove the responsibility of the Permit Holder to comply with any legislation currently in force such as Noise Control Ordinance (Cap.400), Air Pollution Control Ordinance (Cap.311), Water Pollution Control Ordinance (Cap.358), Dumping at Sea Ordinance (Cap.466), Waste Disposal Ordinance (Cap.354), Gas Safety Ordinance (Cap. 51), Fire Safety (Commercial Premises) Ordinance (Cap.502), Dangerous Goods Ordinance (Cap. 295), Building Ordinance (Cap. 123) and others.

本許可證並不免除許可證持有人須符合現行生效的法例的責任，例如：噪音管制條例(第400章)； 空氣污染管制條例(第311章)；水污染管制條例(第358章)；海上傾倒物料條例(第466章)；廢物處置條例(第354章)；氣體安全條例(第51章)；消防安全(商業處所)條例(第502章)；危險品條例(第295章)；建築物條例(第123章)；及其他。

1.3 The Permit Holder shall make copies of this permit available at all times for inspection by the Director at the site.

許可證持有人須複印本許可證的副本，以供署長任何時間內在有關工地/地盤查閱。

1.4 The Permit Holder shall give a copy of this permit to the person(s) in charge of the site.

許可證持有人須將本許可證的一份副本交予有關工地/地盤的負責人。

1.5 The Permit Holder shall display a copy of this permit on the construction site at all vehicular site entrances/exits or at a convenient location for public information at all times. The Permit Holder shall ensure that the most updated information about the environmental permit, including any amended permit, is displayed at such locations. If the Permit Holder surrenders a part or the whole of the permit, the notice he sends to the Director shall also be displayed on the next day at the same locations as the original permit.

許可證持有人須在有關建築工地/地盤的所有車輛進出口或一處方便的地點展示本許可證的副本，以供公眾任何時間內閱覽。許可證持有人須確保在這些地點展示關於環境許可證的最新資料，包括經修改的許可證。如果許可證持有人交回許可證的部分或全部，須於翌日將其送交署長的通知書，在備有原本許可證的各處相同地點展示。

1.6 The Permit Holder shall decommission the Designated Project in accordance with the project descriptions in Part B of this permit.

許可證持有人須依據本許可證B部的工程項目說明來解除指定工程項目的運作。

1.7 The Designated Project shall be decommissioned in accordance with the information and recommendations contained in the EIA Report.

須依據環評報告內載資料及建議來解除指定工程項目的運作。

　

　

2 Special Conditions

特別條件

2.1 A copy of the EIA Report and the Environmental Monitoring and Audit (EM&A) Manual submitted together with the EIA Report shall be kept in the Resident Engineer’s office and another copy shall be kept in the Contractor’s office on site for reference.

一份環評報告及連同環評報告提交的環境監察及審核手冊須存備於駐工地的工程師辦事處內，另一份則須存備於承辦商工地辦事處內，以供參閱。

2.2 The Permit Holder shall carry out the decontamination works in accordance with the Contamination Remediation Action Plan as detailed in Section 8.6 and shown in Figure 8.5 in the EIA Report such that the remediation targets as set out in Table 8.7 of the EIA Report and shown in Annex A attached to this permit are fully met.

許可證持有人須依據環評報告第8.6條所詳述和圖8.5所載的除污補救行動計劃而進行除污工程，以完全符合環評報告表8.7所訂及本許可證附件A所示的補救工作目標。

2.3 The Permit Holder shall carry out a pilot test to produce the necessary information to verify (or otherwise) the effectiveness of the Soil Vapour Extraction/Air Sparging (SVE/AS) system in achieving the remediation targets. Before commencing the pilot test, the Permit Holder shall agree the details of it with the Director and satisfy the Director that the pilot test will produce the required information.

許可證持有人須進行小型試驗性測試，以取得所需資料，來核實(或否定)土壤蒸氣抽取法／空氣分布法系統對達致補救工作目標的成效。在進行小型試驗性測試前，許可證持有人須獲署長同意一切細節，並使署長信納小型試驗性測試可提供所需資料。

2.4 Before starting the decontamination works using the SVE/AS system, the Permit Holder shall submit to the EIA Sub-committee of the Advisory Council on the Environment, a report containing the results of the pilot test on the effectiveness of the SVE/AS system. The Permit Holder shall properly address any comments raised by the EIA Sub-committee of the Advisory Council on the Environment.

在利用土壤蒸氣抽取法／空氣分布法系統進行除污工程前，許可證持有人須向環境諮詢委員會環評小組委員會提交一份闡述測試土壤蒸氣抽取法／空氣分布法系統成效的小型試驗性測試結果的報告。許可證持有人須妥善地處理環境諮詢委員會環評小組委員會提出的任何問題。

　

2.5 The Permit Holder shall submit the results of the pilot test of the SVE/AS system, and the recommendation, if any, on fallback option(s) together with the associated method statements including a detailed plan for cleanup progress monitoring, and detailed environmental controls to the Director for his approval. Before the commencement of the decontamination work at Hotspot B, the Permit Holder shall demonstrate to the Director's satisfaction that the proposed method of decontamination is able to achieve the remediation targets. The Permit Holder shall make the results of the pilot test available to the public as specified by the Director.

許可證持有人須將小型試驗性測試結果，以及對後備方案的建議(如有者)連同有關的方法說明書(包括一份清理進度監測詳細計劃)和詳細環境管制措施，提交署長以待批准。在熱點B展開除污工程前，許可證持有人須展示並使署長信納建議的除污方法確能達致補救工作目標。許可證持有人須按署長指定將小型試驗性測試結果存備以供公眾查閱。

2.6 For Hotspot B, excavation of contaminated soil and treatment by biopile shall be carried out if it has been demonstrated that the SVE/AS method cannot achieve the remediation targets as shown in Annex A attached to this permit. The control measures for biopiles as described in Special Conditions 2.16 and 2.17 b) shall be adopted to minimise environmental impacts.

在熱點B，如果土壤蒸氣抽取法／空氣分布法已顯示不能達到本許可證附件A所示的補救工作目標，則應挖出受污染泥土並以生物堆方法處理。應採用特別條件第2.16及2.17b)項所描述的生物堆管制措施，以盡量減少環境影響。

2.7 The person in charge of the detailed design and implementation of the decontamination works shall be a specialist with at least 7 years experience at the professional level in the design and site supervision/management of the decontamination techniques to be applied.

進行詳細設計和實施除污工程的負責人，須在所使用的除污技術的設計和工地監督／管理方面至少有7年專業經驗。

2.8 On completion of the decontamination works and before starting the proposed housing development at the project area, the Permit Holder shall submit the final soil quality report of the previously contaminated areas to the EIA Sub-committee of the Advisory Council on the Environment for inspection. The Permit Holder shall make the results of the final soil quality report available to the public as specified by the Director.

在工程項目範圍完成除污工程後及在展開建議的建屋發展計劃之前，許可證持有人須向環境諮詢委員會環評小組委員會提交先前受污染地帶的最終土壤質素報告，以供查閱。許可證持有人須按署長指定將最終土壤質素報告存備以供公眾查閱。

　

2.9 The Permit Holder shall submit to the Director for approval, within 30 days of the award of decommissioning contract, a plan for additional site investigation for "low risk" areas including the Hong Kong Aircraft Engineering Company (HAECO) building as mentioned in Section 7.6.2 and Figure 8.5 of the EIA Report. The Permit Holder shall submit to the Director for approval, within 90 days of the award of decommissioning contract, a report on the results of such additional site investigation and a remediation plan if the results reveal that additional decontamination is necessary.

許可證持有人在批出解除運作工程合約的30日內，須按環評報告第7.6.2條及圖8.5所提述向署長提交一份「低風險」地帶(包括香港飛機工程公司大樓)進行額外工地調查的計劃書以待批准。許可證持有人須在批出解除運作工程合約90日內，向署長提交該項額外工地調查結果的報告，並在結果顯示需進行額外除污工程時提供一份補救計劃，以待批准。

2.10 The Permit Holder shall submit to the Director for approval, at a time to be specified by the Director, detailed plans for site closure assessment and post remediation monitoring for the decontamination works.

許可證持有人須在署長指定的一個時間內，向署長提交有關除污工程的工地封閉評估和實施補救工作後進行監察的詳細計劃，以待批准。

2.11 The Permit Holder shall audit and report the cleanup progress monitoring results and post-remediation monitoring results within 21 days of their collection to the Director for information and vetting.

許可證持有人須在收到清理進度監察結果及實施補救工作後進行監察的結果的21天內，加以審核和作出報告，以供署長知悉和審閱。

2.12 In addition to the monitoring required for decontamination works mentioned in Special Condition 2.11 above, the Permit Holder shall carry out an EM&A programme as outlined in Chapter 10 of the EIA Report and detailed in the stand-alone EM&A Manual submitted together with the EIA Report. The Actions described in the Action Plan of the EM&A Manual shall be carried out in accordance with the time frame set out in the Action Plan or agreed by the Director. Details of the EM&A during decommissioning are described in Section 3 below.

除上列特別條件第2.11項所提述的除污工程所需監察之外，許可證持有人須按環評報告第10章所概述以及與環評報告一併提交的獨立環境監察和審核手冊所詳載，實施一項環境監察和審核計劃。環境監察及審核手冊行動計劃所載的工作，須依照行動計劃所訂或按署長同意的時限進行。有關解除運作工程的環境監察及審核的細節，在下列第3條載述。

2.13 Before commencement of the decommissioning work, the Permit Holder shall deposit with the Director 5 copies of the waste management plan as set out in Section 8.4 and Table 8.6 in the EIA Report to avoid or minimize potential impacts associated with waste arising. The waste management plan shall set out clearly those waste management measures that are not covered by the Waste Disposal Ordinance or other pollution control ordinance. The waste management plan shall be properly implemented.

展開解除運作工程之前，許可證持有人須先向署長存放5份在環評報告第8.4條及表8.6所列出的廢物管理計劃，以避免或減低因產生廢物而可能導致的影響。廢物管理計劃須清楚列述廢物處置條例或其他污染管制條例所未能涵蓋的廢物管理措施。廢物管理計劃必須妥當實施。

2.14 As mentioned in Section 8.3 and Table 12.3 in the EIA Report, excavation for the decommissioning works shall be carefully programmed so that it will not be carried out in the rainy season;

如環評報告第8.3條及表12.3所提述，解除運作工程挖掘泥土的時間要審慎編定，避免在雨季進行。

2.15 As mentioned in Section 7.3 and Table 12.3 in the EIA Report, to mitigate environmental impacts due to the demolition of the fuel storage depots, the following measures shall be implemented:

如環評報告第7.3條及表12.3所提述，為緩解拆除貯油庫導致的環境影響，須實施下列各項措施：

(a) residual oil inside pipes and tanks shall be recovered as a reusable product. The water used for plugging pipes shall be properly drained, collected and treated to avoid release of chemicals or wastewater. The treatment may include oil separation, filtering and carbon adsorption; and

油管和油缸內剩餘的燃油要回收再用。應妥善排去用以堵塞油管的水，並加以收集和處理以免排出化學物或廢水。處理方法可包括油類分隔、隔濾或碳吸收等；及

(b) during tank demolition the spread of oil in the event of accidental spillage shall be prevented by the use of sand bag, formation of temporary bund and drainage to interceptors. Small patches of spilled oil shall be soaked up by oil adsorbent and disposed of as chemical waste.

在拆除油缸時應利用沙包、挖掘臨時土堤和排入截油器等方式，以便萬一發生意外洩瀉事故，可防止燃油散溢。應使用油類吸收劑來吸收散落溢出的燃油，並作為化學廢物處置；

　

2.16 As mentioned in Section 8.3 and Table 12.3 in the EIA Report, to mitigate environmental impacts due to the excavation of contaminated soil and the treatment of the soil by biopile, the following measures shall be implemented:

如環評報告第8.3條及表12.3所提述，為緩解挖掘受污染泥土和利用生物堆方法處理這些泥土所導致的環境影響，須實施下列各項措施：

(a) excavation of contaminated soil shall only be carried out during dry season to minimise the water quality impact resulting from contaminated runoff;

僅可在旱季挖掘受污染泥土，以盡量減低受污染徑流所造成的水質影響；

(b) temporary stockpile shall be placed in areas lined with High Density Polyethylene (HDPE) liner and then covered with flexible Low Density Polyethylene (LDPE) material to contain any leachate;

臨時石料堆須放置於鋪設了高密度聚乙烯墊料的地方，再用富彈性的低密度聚乙烯物料覆蓋以防止滲濾液溢出；

(c) the biopile area shall be separated into 4 sections. Each biopile area shall be lined with geotextile drainage mesh and HDPE liner, which is impermeable to water. Each biopile shall be covered with flexible LDPE membrane. The flexible membranes used to cover and line the biopiles shall each be a seamlessly integrated piece for each pile to minimising the chance of rain water seepage into the pile and leaking of leachate. The covered piles shall be stabilised with heavy weights such as sandbags to prevent wind from blowing off the cover;

生物堆地帶須分為4部分。每個生物堆地帶須鋪襯膠質排水網和不透水的高密度聚乙烯墊料。每個生物堆須用富彈性的低密度聚乙烯膜層覆蓋。用以覆蓋和墊襯生物堆底部的彈性膜層，均分別須為以無縫口方式連接成的一整塊，以盡量減低雨水滲進堆內和漏出滲濾液的機會。覆蓋好的生物堆須以沙包等重物壓實，以免被風吹走覆蓋層；

(d) perimeter bund shall be provided for each pile to contain leachate. Outside the perimeter bund perimeter channels shall be constructed to collect and drain away rain water runoff;

每個生物堆須以周邊土堤包圍，以免滲濾液流出，在周邊土堤之外須築建周邊排水道以收集和排去雨水徑流；

(e) the biopile shall be covered at all time. During the transfer of the contaminated soil from excavation area to the biopile when full time coverage will not be possible, the soil pile exposed shall not be larger than 10m by 10m thereby minimising the exposure of contaminated soil to rain water; and

任何時間均須蓋好生物堆。將受污染泥土由挖出地點搬往生物堆時，如不可能全時間蓋好生物堆，外露的泥堆面積不得大過10米乘10米，以盡量避免污染泥土被雨水淋濕；及

(f) any leachate collected shall be disposed off site as chemical waste.

任何收集得的滲濾液須作為化學廢物在場外處置。

　

2.17 The following measures shall be implemented to minimise adverse air quality impacts during the decommissioning works:

許可證持有人須實施下列措施以減低解除運作工程時的不良空氣質素影響：

(a) proper installation and operation of the catalytic incinerator, including implementation of a contingency plan to cater for possible malfunction of the catalytic incinerator, so as to provide adequate destruction of the oil and fuel vapour extracted from the contaminated areas prior to their discharge into the atmosphere such that the adverse air quality impact from the stack emission of the catalytic incinerator, as measured in nitrogen dioxide and benzene levels, will not exceed the predicted levels as described in Section 7.2.2 of the EIA Report, such that the required buffer distance for the catalytic incinerator, as mentioned in Section 7.2.2 and Figures 7.6, 7.7 and 7.8 of the EIA Report, will not be exceeded; and

妥善裝置和操作催化式焚化爐，包括在催化式焚化爐可能發生故障時實施應變計劃，使受污染地區提取的油和燃料氣充分分解後才排入大氣，從而確保催化式焚化爐煙囪排出的廢氣中的二氧化氮和苯含量，不致超逾環評報告第7.2.2條的預測水平，亦因而不會超逾環評報告第7.2.2條及圖7.6、7.7及7.8所列催化式焚化爐所需的緩衝距離；及

(b) proper control of the excavation rate at the contaminated areas such that the adverse air quality impact due to aerial emission from the excavation, as measured in benzene level, will not exceed the predicted levels as described in Section 7.2.3 and Table 7.4 of the EIA Report, such that the required buffer distances for the excavations as mentioned in Section 8.2 (iii) and Figure 8.7 of the EIA Report, will not be exceeded.

妥善控制在受污染地區進行挖掘工程的速率，使挖掘物料所散發的氣體不致造成不良空氣質素影響，即苯含量不超逾環評報告第7.2.3條及表7.4所示的預測水平，因此不會超逾環評報告第8.2(iii)條及圖8.7所列挖掘地點所需的緩衝距離。

2.18 As mentioned in Sections 8.6.5.4 and 8.6.6.1 in the EIA Report, provision of proper personal protective equipment such as respirators and benzene exposure badges to workers, site staff and visitors, particularly those within the buffer distances as mentioned in Special Conditions 2.17 a) and b) above such that there will not be any exceedance of Occupational Exposure Limit levels as contained in “A Reference Note on Occupational Exposure Limits for Chemical Substances in the Work Environment” published by the Labour Department in 1995. .

如環評報告第8.6.5.4及8.6.6.1條所提述，須為工地人員和訪客(尤其是在特別條件第2.17a)及b)項所提述的緩衝距離範圍內者)，提供妥當的個人保護裝備，例如呼吸器及顯示苯接觸水平的佩章劑量計，以確保不會超逾勞工處一九九五年所公布的《工作環境內化學品的「職業衛生標準」參考資料》所載的「職業衛生標準」。

2.19 Measures for good housekeeping and engineering practice as detailed in Annex B attached to this permit shall be properly implemented.

本許可證附件B所詳載的良好內務管理及技術實踐措施，應妥善實行。

　

3. Environmental Monitoring and Audit during Decommissioning

解除運作工程的環境監察及審核

3.1 The requirements as set out in the EM&A Manual, or the following EM&A requirements, whichever is more stringent, shall be complied with.

須遵照環境監察及審核手冊所載或下列環境監察和審核規定辦理，兩者以較嚴格者為準

3.2 An Independent Checker (Environment) (hereinafter known as the IC(E)) shall be employed prior to the commencement of decommissioning works. The IC(E) shall have at least 7 years experience in environmental management or environmental monitoring and auditing. The IC(E) shall verify the overall environmental performance of the Project, including all the implementation of environmental mitigation measures, submissions relating to environmental monitoring and auditing, and any other submissions required under this part of the permit.

在展開解除運作工程之前，須聘用一名獨立環境查核人。該名獨立環境查核人須在環境管理或環境監察及審核方面至少有7年經驗。獨立環境查核人須核證工程項目的整體環境表現，包括實施環境緩解措施、提交與環境監察及審核有關的文件、以及提交本許可證本部規定所要求的任何其他文件。

3.3 An Environmental Team shall be established prior to the commencement of the decommissioning works. The Environmental Team shall be headed by a team leader, who has at least 7 years experience in environmental management or environmental monitoring and auditing.

在展開解除運作工程之前，須先設立一個環境小組。該環境小組須由一名在環境管理或環境監察及審核方面至少有7年經驗的組長帶領。

3.4 Any changes to EM&A arrangement as required in the EM&A Manual or in the Implementation Schedule shall be justified, and verified by the IC(E) in the EM&A Reports and submitted for the approval of the Director.

根據環境監察及審核手冊或實施時間表而訂立的環境監察及審核規定，若要作出任何更改，必須具備充分理由，並經由環境監察及審核報告載明的獨立環境查核人加以核實，然後提交署長批准。

3.5 The EM&A requirements shall be implemented as set out in the EM&A Manual and monthly EM&A Reports unless proposed changes are justified in monthly EM&A Reports submission, verified by the IC(E) and approved by the Director.

環境監察及審核的規定，須按環境監察及審核手冊及每月環境監察及審核報告訂明的要求執行，除非擬議的更改在每月提交的環境監察及審核報告中獲得充分理由支持並經由獨立環境查核人核證，以及獲得署長批准

3.6 Samples and measurements for noise, air quality and water quality monitoring shall be taken in accordance with the requirements of the EM&A Manual:

噪音、空氣質素、水質監測的樣本和量度結果，須按照環境監察及審核手冊的規定抽取或進行：

(a) conducting baseline air, noise and water quality monitoring at the specified locations and frequencies;

在指定地點進行指定次數的空氣、噪音及水質基線監測；

(b) conducting impact air, noise and water quality monitoring at the specified locations and frequencies;

在指定地點進行指定次數的空氣、噪音及水質影響監測；

(c) in cases where specified criteria in the EM&A Manual are exceeded, carrying out remedial actions in accordance with the Action Plan, as set out in the EM&A Manual ; and

如果超逾了環境監察及審核手冊所指定的準則，須按照環境監察及審核手冊載明的行動計劃，採取補救行動；及

(d) logging and keeping records of the details of (a) to (c) above, within 3 working days of the collection of data or completion of remedial action, for the purposes of preparing and submitting the EM&A reports and IC(E)’s Report, and to make available the information for inspection by the Director on site.

3.7 Ten copies of the Baseline Monitoring Report verified by the IC(E) shall be submitted to the Director before the commencement of any major construction works that would affect the monitoring results.

3.8 Ten copies of monthly EM&A Reports verified by the IC(E) shall be submitted to the Director within 10 working days from the end of the reporting month.

3.9 The submitted reports as required in paragraphs 3.7 and 3.8 above shall be rectified in accordance with the comments made by the Director within one month or otherwise specified by the Director.

3.10 Actions described in the action plan(s) of the EM&A Manual shall be carried out, in accordance with the time frame set out in the action plan(s), or as agreed by the Director.

3.11 All finalised submissions, as required under this part of the Permit, shall be released to the public by depositing copies in the Environmental Impact Assessment Ordinance Register Office or any other places or by any other means as specified by the Director for public inspection. For this purpose, the Permit Holder shall provide sufficient copies of submissions.

所有按本許可證本部規定提交的環境監察及審核文件定稿，在署長要求下須公開給公眾人士知道，方法是將有關文件副本存放於環境影響評估條例登記冊辦事處或署長所指定的任何地方，以供公眾查閱。為此，許可證持有人須提供足夠的文件副本。

1. This environmental permit consists of three parts, namely, PART A (Main Permit), PART B (Description of Designated Project) and PART C (Permit Conditions).

2. The Permit Holder may apply under Section 13 of the Ordinance to the Director for a variation of the conditions of this environmental permit. The Permit Holder shall replace the original permit displayed on the construction site, by the amended permit.

許可證持有人可根據條例第13條的規定向署長申請更改本環境許可證的條件。許可證持有人須將經修改的許可證，替換在建造工地內展示的原有許可證。

3. A person who assumes the responsibility for the whole or a part for the decommissioning of the designated project may, before he assumes responsibility for the decommissioning of the designated project, apply under Section 12 of the Ordinance to the Director for a further environmental permit.

承擔解除指定工程項目運作的整項或部分工程的責任的人，在承擔解除指定工程項目責任之前，可根據條例第12條的規定向署長申請新的環境許可證。

4. Under Section 14 of the Ordinance, the Director with the consent of the Secretary for Planning, Environment and Lands, may suspend, vary or cancel this environmental permit. The permit shall be removed from the display on the construction site.

根據條例第14條的規定，署長可在規劃環境地政局局長的同意下暫時吊銷、更改或取消環境許可證。該許可證必須從建造工地除下，不再展示

5. If this permit is cancelled or surrendered during the decommissioning, an environmental permit must be obtained under the Ordinance before the decommissioning of the designated project could continue. It is an offence under Section 26(1) of the Ordinance to decommission a designated project without an environmental permit.

如果本許可證在解除運作期間取消或交回，則在繼續進行解除指定工程項目運作之前，必須先根據條例規定取得環境許可證。根據條例第26(1)條的規定，任何人在沒有環境許可證的情況下解除指定工程項目的運作，即屬犯罪。

Annex B: Measures for Good Housekeeping and Engineering Practice

1. As mentioned in Section 8.3 and Table 12.3 in the EIA Report, site run-off and drainage shall be prevented or minimized in accordance with the guidelines stipulated in the Environmental Protection Department’s Practice Note for Professional Persons, Construction Site Drainage (ProPECC PN 1/94). To mitigate environmental impacts from site run-off, the following shall be implemented:

如環評報告第8.3條及表12.3所提述，必須依據環境保護署供專業人士參考的專業守則《ProPECC PN1/94》(關於建築工地排水)所訂明的指引，防止或盡可能減少工地徑流及污水。為減輕工地徑流所造成的環境影響，應採取下列措施：

(a) the boundaries of earthworks shall be marked and surrounded by dykes or embankments. Temporary ditches such as channels, earth bunds or sand bag barriers shall be provided to facilitate run-off discharge into stormwater drain, via a silt retention pond;

土方工程的界線必須標明，並以堤壕或路堤包圍。應挖掘臨時壕溝等排水道，及設置土堤或沙包屏障，以利便徑流通過淤泥沉積池才排入雨水渠；

(b) sediment traps / silt retention pond and channels shall be cleaned and maintained on a regular basis. Daily inspections of these facilities is required;

截泥器/淤泥沉積池及排水道應定期清理和修護。這些設施應每日檢查；

(c) perimeter channels shall be provided at the site boundaries to intercept storm run-off from off-site. These channels shall be constructed before site formation works and earthworks;

(d) manholes shall be adequately covered or temporarily sealed;

(f) exposed soil areas shall be minimised to reduce the potential for increased siltation and contamination of run-off. Exposed soil shall be protected by shotcrete or hydroseedings. Temporary access road shall be protected by crushed gravel; and

(g) earthwork final surfaces shall be well compacted and subsequent permanent work should be performed immediately.

(h) Surface run-off from open oil filling point shall be intercepted by perimeter channels and shall be discharged to stormdrains via petrol interceptor; and

(i) sand and silt removal facilities such as sand traps, silt traps and wheel washing facilities shall be provided to remove sand and silt from run-off prior to discharge outside the site. A section of the road between the wheel washing bay and the public road shall be paved with a fall towards the site to prevent wash water or other site run-off from entering public road drains.

2. As mentioned in Sections 7.3 and 8.3 in the EIA Report, to mitigate environmental impacts from sewage effluent,, the following measures shall be implemented:

(a) demolition workforce sewage discharges on site shall be connected to the existing sewer or sewage treatment facilities where possible. If the demolition works result in the loss of connection to the sewerage system, adequate portable chemical toilets will need to be provided by a licensed contractor who will be responsible for the proper maintenance of these facilities.

在可行情況下，清拆工人在工地排放的污水，應接駁至現有的污水管或污水處理設施。如果因為進行清拆工程而不能接駁排污系統，應委托持牌承辦商提供足夠的活動化糞廁所，並由該名承辦商負責妥善維修這些廁所。

3. As mentioned in Section 8.1 and Table 12.1 in the EIA Report, to mitigate noise impact during decommissioning, the followng measures shall be implemented:

如環評報告第8.1條及表12.1所提述，為在解除運作期間緩解噪音影響，應實施下列措施：

(a) only the types of powered mechanical equipment stipulated in Appendix G of the EIA Report and shown in Annex C attached to this permit shall be used. The sound power level of each type of powered mechanical equipment shall not be higher than the corresponding level stipulated in Appendix G of the EIA report;

僅可使用環評報告附錄G訂明及隨本許可證附件C所載的機動設備。每種機動設備的聲功率級，不得高於環評報告附錄G所訂明的相應水平；

(b) manufacturer’s noise data or noise test report for the following equipment shall be made available at all times for inspection by the Director at all sites covered by this permit:

於本許可證涵蓋的所有工地任何時間均應備存生產商所提供的噪音數據或噪音測試報告，以供署長查閱：

excavator/loader;

挖土機/搬土機；

bulldozer;

推土機；

hand-held rock drill;

c) where manufacturer’s noise data is not available for the above equipment, a noise test report for each make and model of the above equipment shall be made available at all times for inspection by the Director.

4. As mentioned in Section 8.4 and Table 12.4 in the EIA Report, the following management practice shall be implemented:

如環評報告第8.4條及表12.4所提述，應實施下列管理措施：

a) all waste materials shall be segregated into categories that cover: excavated or construction or demolition materials suitable for reuse on site, in reclamation or public filling areas; construction wastes for disposal at landfill; chemical wastes; and general refuse;

所有廢料應予分類，包括：適宜原地再用、填海或傾倒在公眾填土區的挖出物料或建築或清拆物料；送往堆填區棄置的建築廢料；化學廢物；及普通垃圾；

b) general refuse shall be collected daily;

d) waste shall be stored in suitable containers/receptacles.
