14.1.1 Annex L comprises the EM&A Manual
which provides a framework on the EM&A requirements for the construction
and operation of the proposed NLDFS developments. The EM&A Manual also
provides detailed EM&A arrangements for the construction and operation of
CKWLR to satisfy Clause 4.5.3 of the Study Brief.
