13.1.1 According to Clause 3.4.9 of the EIA Study Brief ESB-183/2009 for HKBCF, a hazard-to-life assessment has to be conducted for the following case :
ยท If there is overnight storage of explosives on construction site and the storage location is in close proximity to populated areas and/or Potentially Hazardous Installation site(s)
13.1.2 The HKBCF is a newly reclaimed site, it is anticipated that blasting work will not be required during construction of the HKBCF. Therefore no explosives QRA is required and hence no mitigation measure is required.
