9.0              Environmental Monitoring and Auditing (EM&A) Requirement

 

9.1                Introduction

 

9.1.1           This section further elaborates the requirements of Environmental Monitoring and Audit (EM&A) for the construction and operational phases of the Project, based on the assessment results of the various environmental issues.

9.1.2           Details of the EM&A programme are presented as part of this EIA Study in a separate stand-alone EM&A Manual. The Environmental Mitigation Implementation Schedules (EMIS) for the recommended mitigation measures are, also, included in the EM&A Manual.

9.2                Air Quality

 

Construction Phase

9.2.1           Dust suppression measures for construction dust are identified. These include restriction of heights from which materials are dropped and use of regular watering to reduce dust emissions. With the implementation of good site practices and sufficient dust suppression measures, air quality impacts are predicted to be insignificant and no residual impacts are anticipated during the construction phase.

9.2.2           As a result, no dust monitoring is considered to be required.  However, regular weekly site inspections are recommended to ensure proper implementation of the proposed mitigation measures.  Details are presented in Section 4 of the EM&A Manual.

Operational Phase

9.2.3           The potential air quality impacts with respect to sulphur dioxide (SO2 (10-mins)) have been evaluated and no adverse impacts are anticipated due to the operation of the proposed helipad. Therefore, EM&A is considered not necessary.

9.3                Hazard to life

 

9.3.1           A Quantitative Risk Assessment has been conducted to evaluate the risk associated with the proposed helipad at the New Acute Hospital, the Kerry Dangerous Goods Warehouse (KDGW) and the LPG Filling Station at Cheung Yip Street. The predicted individual and societal risks have been found to be in compliance with the risk criteria stipulated in Section 2 of Annex 4 of the TM-EIAO.  Therefore, no EM&A is required for the construction and operational phases.

9.4                Noise Impact

 

Construction Phase

9.4.1           The construction noise assessment has concluded that there would be no adverse noise impacts expected at the representative noise sensitive receivers (NSRs).  Therefore, no mitigation measures are required and construction noise monitoring is not considered necessary.  However, good site practices are still recommended to minimise the noise levels during the construction phase.

9.4.2           Regular site inspections of at least once per week are recommended to ensure that the good site practices are implemented.  Details are presented in Section 5 of the EM&A Manual.

Operational Phase

9.4.3           Noise from the helicopter operations would be the key noise source during the operational phase. Nevertheless, with the implementation of proposed mitigation measures, the predicted noise levels would not exceed the relevant criteria.

9.4.4           The EM&A Manual details the proposed noise mitigation measures during the operational phase, including setback of the helipad deck and provision of a noise barrier and noise reducers.   The Project Proponent will ensure these measures are implemented.

9.4.5           Should there be any complaints from the local community regarding the helicopter noise, they may lodge their complaints with the relevant Authority.  The complaint handling procedures are detailed Section 5 of the EM&A Manual.

9.5                Waste Management

 

Construction Phase

9.5.1           During the construction phase of the proposed helipad, only small quantities of non-inert Construction & Demolition (C&D) waste would be generated as the helipad will be constructed using a prefabricated steel truss. No non-recyclable C&D waste is expected. Also, chemical waste and general refuse to be generated are expected to be minimal. Therefore, adverse environmental impacts associated with waste are not anticipated.  Nevertheless, weekly site inspections and audits are recommended to ensure good site practices are properly implemented as detailed in Section 6 of the EM&A Manual.

Operational Phase

9.5.2           The operation of the helipad would not generate waste. Therefore, no EM&A is required for the operational phase.

9.6                Visual Impact

 

Construction Phase

9.6.1           The visual impacts during construction phase have been evaluated based on the proposed construction method and duration and no visual impacts are anticipated. Therefore, no EM&A is required.

Operational Phase

9.6.2           Potential glare impacts during the daytime and lighting impacts during nighttime operations of the helipad have been evaluated.  The impacts are considered to be insignificant and, therefore, no EM&A is considered to be required. However, mitigation measures are still recommended to minimise the lighting impacts during operational phase at nighttime, which include switching on the landing lights of the helicopter and the perimeter lights of the helipad only during approach and departure.   Details are presented in the EMIS in the EM&A Manual.  Hospital Authority (HA) shall be responsible for the on-going management and maintenance of the proposed mitigation works throughout the operational phase.

9.7                Water Quality

 

Construction Phase

9.7.1           The potential water quality impacts associated with surface runoff during the construction phase have been evaluated. With the implementation of good site practice and recommended mitigation measures, there would be no adverse impacts anticipated during the construction of the proposed helipad.  Regular site inspections should be carried out to ensure the proposed measures are properly implemented, as detailed in Section 8 of the EM&A Manual.

Operational Phase

9.7.2           There is no EM&A required during the operational phase of the proposed helipad. However, the project proponent will apply for a discharge license for the effluent from NAH including the fire-fighting system for the helipad.

9.8                Summary of Environmental Monitoring and Audit Requirements

 

9.8.1           Environmental monitoring is considered not necessary. Nevertheless, the required environmental inspections and audits are summarized in Table 9.1 below.
