Advisory Council on the Environment Visit to Europe

Circulation for advice

Purpose

The purpose of this paper is to inform Members of the progress of arrangements for the visit to Europe and seek Members' endorsement of the proposed dates and cities for the visit.

Attendance

2. Subsequent to the discussion at the ACE meeting held on 23 April 2001, we circulated a letter on 24 April 2001, together with the proposed itinerary, for Members to indicate their preferred period and cities for the visit. A total of 12 Members have signed up for the visit and the name list is at Annex 1.

Proposed dates for the visit

3. According to Members' replies, the Secretariat has worked out the calendar at Annex 2 indicating Members' availability from mid June to early September 2001. Having regard to Members' availability, it is proposed that the visit be held from 7 to 15 August 2001.

Cities to be visited

4. On the basis of the 12 Members' preference, the priority of the five proposed cities is set out as follows-
 

  • London/Manchester
  • Paris
  • Oslo
  • Amsterdam
  • Vienna

Details of Members' priority are at Annex 3. It is noted that Amsterdam and Vienna are far less favoured than the other three cities. In addition, as discussed at the last ACE meeting on 23 April 2001, in view of the tight schedule, it would be better to confine the visit to three cities only. Based on Members' preference, it is therefore suggested that the visit should cover London/Manchester, Paris and Oslo only. However, if there is support from say more than four Members, consideration could be given to extending the visit by one day for them to visit Amsterdam.

5. The Secretariat is in the course of drawing up a draft detailed itinerary. Members will be consulted as and when necessary.

Advice sought

6. Members are invited to-
 

       (a) endorse the proposed dates of visit from 7 to 15 August 2001 in paragraph 3;
 
  (b) endorse the proposed cities to be visited in paragraph 4;
 
  (c) indicate whether they would like to visit Amsterdam as an extension of the visit; and
 
  (d) advise on the basis of the proposed dates and cities whether more Members would like to join the visit, or any one who have signed up earlier would like to withdraw.
