About Us

Corporate Environmental Management

Corporate environmental management is a means by which companies and government departments act to identify their impacts on the environment, improve their performance in this area, and encourage their suppliers, customers and partners to do the same. The Hong Kong SAR Government has undertaken initiatives since 1994 to improve its green management and the EPD is actively encouraging the private sector to follow suit.
 
Corporate Environmental Management in Government
A Green Manager Scheme was established in 1994, under which all government departments and bureaux had to appoint managers to oversee green housekeeping. This was later extended to include environmental audits and environmental management systems. To support these measures, the EPD has arranged an extensive series of training sessions and talks for hundreds of government employees, and has also run a help bench and produced a training manual and video. As a result of these efforts, twelve departments have established environmental management and audit systems of a high enough quality to attain ISO14001 certification. The Architectural Services Department was certified in 1998, followed by the Government Laboratory (1999), Environmental Protection Department (2000), Electrical and Mechanical Services Department (2000), Drainage Services Department (2001), Fire Services Department (2001), Government Logistics Department (2001), Civil Engineering and Development Department (2002), Correctional Services Department (2002), Highways Department (2003), Lands Department (2007) and Housing Department (2009).

Since 2000, all government departments and bureaux have had to produce Controlling Officers' Environmental Reports which describe their impacts on the environment and set targets for improvement. These must be signed off by the Controlling Officer - usually the Director or Secretary. The EPD has provided much support to other departments, including briefing sessions, workshops and a helpdesk. The EPD also facilitated a number of experience-sharing sessions.

In 2001, the EPD and Environment Canada organised a joint workshop on Greening Government Operations, in which more than 70 Hong Kong officials from 44 bureaux and departments shared ideas and experiences. The EPD produced a CD-Rom of the workshop as a follow-up.
 
In 2002, EPD carried out a benchmark survey of published Controlling Officers' Environmental Reports to identify best practices on environmental reporting and areas for further improvement. A guidebook, "A Benchmark for Environmental Performance Reports" was published in December 2002, and disseminated to 120 government officials from 77 bureaux and departments at a seminar workshop in January 2003 to help them improve the quality of their future Environmental Performance Reports. Cyber Helpdesk on environmental Performance Report
To further support the Environmental Performance Reports initiative, all the reporting guidebooks, benchmark tools and past reporting experience had been consolidated into a useful web based "Cyber Helpdesk on Environmental Performance Report" in August 2004 to provide readily accessible, concise guidance and information for reporters.

Corporate Environmental Management in the Private Sector

The EPD aims to promote voluntary adoption of ISO14001 certification in the private sector. An ISO14001 Liaison Group has been formed by the EPD with the Trade and Industry Department, Hong Kong Quality Assurance Agency, Hong Kong Productivity Council and Business Environment Council. Regular meetings are held on how to encourage and help businesses in implementing environmental management systems. Seminars, training courses and other activities have been organised by the EPD and its partners, and guidance manuals have also been produced. About the Support Packages on Environmental Management Information and ISO 14001 Environmental Management System (EMS) for Small and Medium Enterprises (SMEs)

Apart from ISO14001, the EPD is also encouraging the private sector to produce Corporate Environmental Performance Reports. A seminar on the subject in September 2001 was jointly organised by the EPD and the Hong Kong General Chamber of Commerce, with support from the Hong Kong Productivity Council and the Business Environment Council. More than 160 participants, mostly senior executives, attended. The seminar was also used to launch a guidance manual on corporate environmental performance reporting in the private sector.
