Review of Air Quality Objectives (2007-2009)

The WHO announced in October 2006 an updated set of Air Quality Guidelines (AQGs).  The new AQGs provide a scientific basis for supporting the development of air quality policies and management strategies in various parts of the world to protect human health.  Owing to the stringency of the new AQGs, the WHO has recommended interim targets in the new guidelines for countries to improve their air quality progressively.

 

In 2007, the Government engaged a consultant to review Hong Kong's Air Quality Objectives (AQOs), with a view to determining new limits on air pollutants in the atmosphere that will better protect human health. To improve air quality to the new AQO level, the promulgation of the new limits was made together with a host of emission control measures. The review was completed in 2009, and details of its findings are in the final report.


A public consultation on the proposed new AQOs and emission control measures was conducted from July to November 2009. The details of the proposal are summarized in the Consultation Document and Leaflet. A Consultation Forum was also held to solicit views from the general public. Key findings of the public consultation are presented in a summary report for public information.
