The Environment Bureau embarked on the Review in mid-2016. An AQOs Review Working Group with dedicated Sub-groups on four key aspects, namely air science and health, road transportation, marine transportation, and energy and power generation, have been formed to deliberate on the possible new air quality improvement measures and the assessments of the practicability of their implementation to identify possible scope to further tighten the AQOs. The practicability of the individual possible new measures were grouped into four categories :
| Short term | Likely to produce results by 2025 or earlier |
| Medium term | Maybe ready for consideration in the next AQOs Review period |
| Long term | Require detailed planning or further study to ascertain the practicability for implementation beyond the next Review period |
| Others | Considered as not practicable, short of air quality benefits or not suitable to be considered under the current scope of the Review |
Two public engagement forums will be held to enable the community to better understand the work of the AQOs Review, and to gather views on possible new air quality improvement measures. Details are as follows:
