Pursuant to section 16H(2) of the Air Pollution Control (Volatile Organic Compounds) Regulation (“the Regulation”), effective from 27 April 2026, the Authority permits to adopt the test method specified in the National Standards of the People's Republic of China “Limit of harmful substances of coatings - Part 2: Industrial coatings” (GB 30981.2-2025) for determination of volatile organic compound content of solvent-borne coatings that do not contain reactive diluents as an alternative to the test method referred to in section 16H(1) of the Regulation for determination of volatile organic compound content of solvent-borne antifouling coatings that do not contain reactive diluents.
For the purpose of this Notice, solvent-borne antifouling coatings that do not contain reactive diluents refer to regulated vessel paints which conform to the definition of antifouling coatings under the Regulation and also the definition of solvent-borne coatings that do not contain reactive diluents under the National Standards of the People's Republic of China .
