Nature and Scope of the Proposal
Two new towns, with a total population of 250,000 over an area of 750 ha and the new Chek Lap Kok airport site of 1,000 hectares.
Basis of SEA Requirement
The Government directive in 1988 requiring plans to be subject to environmental assessment.

Four concept plans were evaluated and ranked.

Various parts of the New Town are in different stages of development.
